JOB OPPORTUNITY ANNOUNCEMENT

Position Title: Manager of Securities Division: Unclaimed Property Classification: Exempt Location: Springfield

Salary: $70,000 – $80,000

Position Summary: The Securities Manager plans, organizes, and directs the work of the Unclaimed Property Securities Section. This entails ensuring that all securities such as bonds, stocks, mutual funds, and other miscellaneous securities reported to the State Treasurer’s Office are accounted for during the statutory holding period. The Manager is responsible for the monthly reconciliation of both the securities and mutual fund accounts. The Manager oversees all securities sales, complying with all statutory regulations, and ensures that when sold the proper credit is applied to all owners. The Manager is responsible for tracking all corporate actions and works with outside vendors to resolve issues as needed. This position will work closely with the Reporting and Compliance Manager in tracking, and balancing all newly reported securities to the Securities Manager, and will work closely with the Manager for Claims Review on problem resolution for individual claims. Attendance is an essential function of this position. Duties and Responsibilities:

+ Interviews and trains employees, plans, assigns and directs work, appraises performance, and provides positive feedback and constructive criticism to employees

+ Acts as liaison with claimants, transfer agents, vendors, and all internal sections of the Treasurer’s office as necessary (including but not limited to, Reporting, Accounting, Banking, and Claims) in the normal transaction of business

+ Confirms that the database is in agreement with the position at the Treasurer’s designated custodian

+ Researches and resolves issues/problems associated with securities held by the Treasurer’s office.

+ Monitors cash activities reflected on monthly statements and invoices related to custody holdings Supervises securities staff

+ Conducts monthly staff meetings attended by staff members reporting directly to the Securities Manage.

+ Plans, schedules, and directs two scheduled mass sales of security positions (June and December)

+ Monitors all sales, transfers, and intake of shares

+ Assists in the projection of funds available for transfer into State Pensions Fund

+ Develops, implements, and maintains policies and procedures to ensure the effectiveness of the Division.

+ Oversees the research and payment of all dividends resulting from litigation

+ Performs other duties as assigned or required which are reasonably related to the duties enumerated above.

Specific Skills:

+ Must possess basic computer skills and be competent with Microsoft Office products

+ Must be able to supervise staff and function in a fast paced environment.

+ Must have strong customer service skills

+ Must have the ability to meet deadlines.

+ Must have familiarity with the Illinois Revised Uniform Unclaimed Property Act

+ Must maintain satisfactory working relationships and communicate effectively with all levels of staff and the general public

Education and Work Experience: Bachelor’s degree in business or any other related field; advanced degree preferred; two (2) or more years of experience in the financial industry, and two (2) or more years of management experience; OR any equivalent combination of experience and training that provides the required knowledge, skills, and abilities to carry out the duties of the position.
