Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a ADMINISTRATIVE OFFICER (TITLE 32), Position Description Number D2368000 and is part of the IL 182 AW, National Guard. Responsibilities As a ADMINISTRATIVE OFFICER (TITLE 32), GS-0341-12, you will provide subject matter expertise, leadership, consultation, collaboration, and advisory services essential to the direction and efficient operation of the organization. Major Duties – This is NOT an all-inclusive list: Ensure internal systems and procedures for carrying out the organization’s administrative functions meet the requirements of balancing costs, benefits, productivity, efficiency, and effectiveness. Accomplish or assign actions/staff work to subject matter experts/functional proponents as appropriate based on knowledge of organizational responsibilities, familiarity with subject matter, and broad guidance from the command group. Provide sound research, analysis, advisory and consultation to the Command team; recommend improvements in the formulation and application of policies and procedures. Perform as the historian, responsible to ensure timely, complete and accurate capture and cataloging of significant historical data, and generation of required reports. Prepare the annual historical summary for submission to higher headquarters. Provide the full scope of supervision to subordinates assigned to Wing Public Affairs. Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Develop performance plans, counsel and rate employees. Represent the Wing in meetings with congressional, state and local officials, special interest and business group spokespersons to market and advertise ANG programs, activities, and requirements to gain support for ANG missions. Attend community functions and serves as protocol specialist, spokesperson to create public interest in ANG programs. Represent the commander in interaction with other agencies; market, publicize, and distribute information as it pertains to unit programs, initiatives, community events, open house, and special projects. Initiate, plan, direct, and/or participate in special studies and projects in areas such as resource utilization, personnel management, logistical support, knowledge management, readiness programs, etc. Research, review, and analyze processes and procedures to determine the overall applicability, effectiveness, efficiency, and productivity of activities and programs; develop final report and briefing, make recommendations that impact high level decision making, and increase efficiency. Provide expertise, guide team or independently conduct process improvement studies, impacting future organizational effectiveness and efficiency in support of all areas of Wing management. Requirements Conditions of Employment IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. This position requires military membership, compatible unit and Air Force Specialty Code (AFSC)assignments, and the ability to obtain and maintain a clearance level which is based on the position security access requirement. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver’s license is required. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. INDEFINITE POSITIONMAY NOT BECOME PERMANENT Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer/Enlisted – May not exceed the rank of Maj. * This is a commissioning opportunity * GENERAL EXPERIENCE: MUST possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations; supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques; and experience using computer and automation systems SPECIALIZED EXPERIENCE: GS-12 Level – MUST possess specialized experience which includes 12 months of experience, education, or training using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; experience developing the mission and work processes of programs throughout the military organization and multi-level agencies; and experience in analytical and investigative techniques. SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience which includes experience in managing the function of the work to be performed; and experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
