Job Description

Summary This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent will be responsible for conduct comprehensive manpower and organizational analyses of a wide diversity of organizations, functions, work processes and provide management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings; and conduct special manpower studies, as directed. Responsibilities As a MANAGEMENT ANALYST at the GS-0343-12 some of your typical work assignments may include: Advises and coordinates manpower matters with personnel within the command, Joint Staff, and the Services. Documents and adjusts manpower requirements in response to unforeseen changes in organization, methods and procedures resulting from budget alterations and personnel authorization limitations imposed by the Department of Defense (DoD). Conducts research and completes DoD and Congressionally-mandated reports pertaining to the command’s manpower program. Performs management studies involving major transportation systems, facilities, and organizations at all levels of the command. Analyzes directives and guidance from higher headquarters for the purpose of standardizing and clarifying the broad manpower language and instructions, identifying and correcting gaps in command policy. Requirements Conditions of Employment Qualifications You may qualify at the GS-12 level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Conducting comprehensive manpower and organizational analyses of organizations, functions, and work processes. Providing supervisors/managers and senior leadership advice relating to effective and efficient management of manpower resources. Performing research/analyses to provide comprehensive background information and data relating to sound manpower policies/programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
