Job Description

Summary This position is assigned to the Marina Branch; Commander, Navy Region Mid-Atlantic; Naval Station Great Lakes, Illinois. This position is responsible for planning and administering a range of typical and well-established boating, sailing, and harbor/marina activities, including a boating and sailing program; campgrounds, picnic and parks; outdoor gear rental; a resale program; water and safety lessons; recreational vehicle storage/mooring program; and harbor/marina. Responsibilities MAJOR DUTIES AND RESPONSIBILITIES Marina Program Management – 30%: Plans, develops, promotes, executes, evaluates, and manages the assigned Marina program. Ensures the economic and efficient operation of the assigned facility to include: supervising and directing work, ensuring a safe and pleasurable environment for all patrons, ensuring the cleanliness and good repair of the facility, reporting any damages, mechanical or other breakage or malfunction, and reporting/correcting safety hazards, following up as necessary. Oversees a sailing/boating instruction program, ensures patrons are aware of boating safety programs and regulations, and monitors compliance by patrons and staff members. Provides educational materials to program patrons on state and federal fish and game laws, boating and water violations, and environmental laws within the total water and beachfront areas. Conducts certification classes for motorboat, sailboat, and Jet Ski operations, as required. Monitors weather continuously to make real-time decisions related to the program. Assists with the promotion, scheduling and managing of fishing tournaments, sailing regattas, sailing and aqua sports camps, polar plunges and other special events. May serve as fund custodian, ensuring internal controls are in place and in compliance with regional standards, procedures and objectives. May ensure registers are properly rung out at the end of each shift, change funds are properly accounted for and secured. Reports all cash discrepancies in accordance with local directives. Manages marina retail operation and related duties, such as purchasing, inventory, maintaining cost of goods sold for resale materials, supplies, and equipment, and alcohol sales. Develops and executes an annual operation budget for all program areas assigned. Serves as property custodian for all equipment and ensures the appropriate receipt, tagging, and disposition of assets. Performs a variety of related administrative duties, keeping abreast of requirements and deadlines. Prepares purchase orders for equipment, parts and supplies as required. Records contractual information, fees and payments into a computer database and prepares reports as required. Prepares facility, infrastructure, and rental fleet for winterization and summarization. Coordinates use of harbor and related facilities by Navy and non-Navy organizations Monitors boater use of lakefront and harbor, coordinates with Navy Security Forces NSF for safety and security. Coordinates with base environmental department on environmental issues associated with preserved wetland areas, sand dune preservation, authorized hazardous materials usage and proper storage and disposal. Recreation Vehicle Storage/Mooring Program – 25%: Plans and coordinates a recreation vehicle storage and mooring program, which includes year-round vehicle storage lots and seasonal boat storage, for boats up to 30,000 lbs. Winterizes boats for outdoor storage, including lifting boats out of the water by crane, sailboat mast removal, preparing inboard diesel and gasoline engines and outboard motors, and shrink-wrapping boats. Ensures customer boats are properly positioned in the harbor with minimum requirements to be moored safely. Verifies registration, documentation, insurance requirements, fee payment, and contracts. Uses forklift and large equipment to move boats/hydraulic trailers around boat yard. Evaluates weather conditions to set limits for safe operations. Facility Maintenance – 20%: Conducts site inspections of facilities and associated equipment. Ensures the maintenance, repair, upkeep, and planned improvements of boats, piers, equipment and other areas associated with lakefront property. These areas include but are not limited to a large beach house facility, campground, archery range, multiple picnic shelter areas, fishing piers, beach area, and playground equipment. Places work orders and acts as point of contact for Public Works Center repair personnel. Ensures grounds and facilities are maintained and clean. Supervisory – 25%: Directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Participates in section staffing decisions. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Requirements Conditions of Employment Qualifications Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSA’s A qualified candidate possess the following: Knowledge of seamanship, boating terminology, watercraft operation and maintenance, water and boating safety, handling of boats (e.g., launching, mooring, engine repair, winterizing, wet/dry storage, etc.), boating equipment and facilities, and recreational boating activities. Knowledge of how to operate a business, such as setting costs, mark-up/mark-down procedures for resale, and disposal of surplus or non-usable material. Knowledge of boatyard operations at a seasonal marina. Knowledge of winterization of land and water lakefront infrastructure (piers, docks, gangways, etc.), and rental fleet. Knowledge of vehicle storage program management. Knowledge of Lake Michigan weather and elements. Knowledge of park and picnic facility and green space management, including inspection, maintenance, cleaning and repair. Knowledge of military MWR and/or NAF procurement, personnel, and funding. Knowledge of NAF budgeting and activity level financial management. Knowledge of basic cash handling procedures. Knowledge of CNIC’s EEO policy and procedures. Skill in utilizing piers, moorings, and wall space to ensure maximum storage. Ability to rig complicated lifts. Ability to evaluate weather conditions to set limits for safe operations. Ability to adapt to inclement and adverse weather conditions for rescues. Ability to work effectively with subordinates, supervisory and management officials and patrons. Ability to operate a personal computer and perform basic word processing and spreadsheet tasks using Microsoft and site-specific software. Ability and knowledge to provide a sailing instruction program. Ability to develop and effectively deliver presentations and/or training. Ability to perform the full-range of supervisory duties. Ability to communicate effectively both orally and in writing. Education This position does not have a positive education requirement.
