Summary About the Position: Incumbent will be responsible for managing the Rock Island District’s Small Boat Harbor Program. This announcement is NOT intended for current, permanent Army employees. Responsibilities Serves as Project Manager and/or Program Manager responsible for the overall management, control, coordination and execution of assigned projects and/or programs. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project. Negotiates and integrates all district functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.) Controls and manages project milestones and budgets from planning through construction and initial operations. Represents the District Commander, serving as the districts primary point of contact for projects assigned with Federal, state and local government agencies, Congressional interests, other external organizations and higher authorities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted You will be evaluated on the basis of your level of competency in the following areas: Interpersonal Skills Planning and Evaluating Project Management Stakeholder Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Term appointments may be extended beyond (6) years, up to eight (8) year. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term Appointment will be appointed/converted into a Term Appointment with no statutory return rights back to a permanent position.
