ICF’s Commercial Energy Division is growing, and we are seeking experienced consultants to join our Technical Advisory team in our Independent Engineering/Owner’s Engineering line of business. Our work is focused on energy sector projects and encompasses all phases from conceptual development through the end of the project lifecycle. This includes technical advisory and due diligence for projects during development and financing, construction monitoring, performance testing, periodic O&M and operating budget reviews.

Working within our team, your role as a senior project manager will include coordinating multi-disciplinary teams, engaging with clients, and managing 5-7 projects. You will be joining a highly motivate and dedicated team of industry experts to deliver high-value technical due diligence support and offer solutions for mitigating technical and commercial challenges encountered by our clients.

Our team, within the Technical Advisory practice, collectively have experience in numerous technologies including solar, wind, biomass, waste-to-energy, biofuels, emerging process technologies, combined cycle and simple cycle plants, thermal technologies, distributed generation, energy storage, fuel cells, demand response and other energy related technologies.

You will have an opportunity to work across energy technologies and work collaboratively with our Power and Gas Market team, Environment and Planning team, Transportation and Sustainability team (and other ICF teams) and engage with clients and industry stakeholders on the opportunities of the evolving energy industry. Consultants at ICF integrate industry experience and advanced consulting and analytical skills.

  • We currently have 2 openings to join our Technical Advisory Sub-LOB! These roles are flexible to work remotely from anywhere in the continental United States. Must be flexible to regularly travel throughout the US for client site visits & meetings.* *****

As a Utility Scale Solar PM/Independent Engineer you will utilize your experience stemming from broader power markets within our Independent Engineering and Owner’s Engineering advisory services groups with a proven track record of technical consulting or utility industry results.

Utility Scale Solar PM/Independent Engineer Key Responsibilities:

+ Manage project and client relationships.

+ Conduct due diligence, construction monitoring, and/or project completion monitoring on energy and infrastructure assets.

+ Provide technical input and/or direction to multi-disciplinary project teams.

+ Work within a close-knit team environment comprised of multiple technical abilities and knowledge levels.

+ Complete project work and deliverables within agreed upon time and budget.

+ Ensure client satisfaction and develop of long-term client relationships.

+ Support business development efforts including identification, qualification, and pursuit for new work and client opportunities.

+ Develop client proposals for new opportunities.

+ Stay abreast of market activities and industry trends.

Utility Scale Solar PM/Independent Engineer Minimum Qualifications:

+ Bachelor’s Degree in Engineering (Electrical, Mechanical, Structural, Civil, and related disciplines)

+ 5+ years of related energy industry experience (to include consulting and experience with project financing due diligence) in one or more of the following areas, or collectively across multiple areas: Renewable Generation including Wind, Solar, Energy Storage, Biofuels, and other Renewable Technologies.

+ Experience coordinating and managing large, complex projects and multidisciplinary teams

+ Experience with structure and requirements for key commercial contracts required for project development – interconnection, off-take, equipment supply, construction, and operations and maintenance

+ Independent Engineering (IE) Experience

Preferred Skills/Experience:

+ Experience working effectively with technical and commercial business stakeholders, including strong facilitation skills.

+ Technical writing abilities.

As a Construction Monitoring & Completion PM/Independent Engineer , you will utilize your experience in industrial construction, cost estimating, and/or development of civil and structural design packages to support our team with a proven track record of technical consulting and engaging with client decision-makers at manager to senior executive levels.

Construction Monitoring & Completion PM/Independent Engineer Key Responsibilities:

You will contribute to the development of innovative, accurate, timely, and high-quality products and services, potentially working with all levels of staff. You will have an opportunity to apply your experience and knowledge, lead and provide technical input to major projects, and interact with experts and clients in the field, while building content knowledge and consulting skills.

+ Travel to project sites for approximately one day to monitor the status of construction and commissioning.

+ Review the feasibility of proposed capital budgets and construction schedules.

+ Review and comment on geotechnical investigations, ALTA surveys, corrosion studies, site characteristics, and accessibility for construction and operations.

+ Review and comment on proposed civil and structural design packages, including alignment with contract specifications and typical industry practices.

+ Demonstrated ability to work within a close-knit team environment comprised of multiple technical abilities and knowledge levels.

+ Contributes to technical and cost proposal development.

+ Support business development efforts including identifying, qualifying, and supporting the pursuit of both follow-on work and new business opportunities.

Construction Monitoring & Completion PM/Independent Engineer Minimum Qualifications:

+ Bachelor’s degree in engineering (civil or structural preferred), construction management, or related discipline.

+ 2+ years’ experience in construction monitoring and completion of utility-scale solar & battery energy storage (BESS) projects including:

+ delivering solutions to EPC firms, utilities, IPP firms, electrical cooperatives, municipal power authorities and/or other stakeholders for electrical generating technologies design and construction.

+ with current power industry issues including inside the fence power plant construction and/or operations, project development and integration; cost estimating and schedule development; civil and structural design aspects, and/or other technical areas of expertise related to generating technologies.

+ working on construction and design related issues in a power industry role in a supervisory or management capacity.

+ Independent Engineering (IE) Experience

+ Project Management experience

+ Field experience at project jobsites during construction or start-up phases.

+ Travel 50% throughout the United States for construction monitoring, site, and completion visits.

Preferred Skills/Experience:

+ Consulting industry experience.

+ Experience working effectively with technical and commercial business stakeholders, including strong facilitation skills.

+ Finance due diligence experience.

+ Technical writing abilities.
