COORDINATOR OF RESEARCH AND EVALUATION

CHICAGO POLICE DEPARTMENT

Office of the Chief of Staff

Number of Vacancies: 2

(Additional vacancies possible pending budget approval)

Starting Salary: $74,244.00

Successful candidates must pass a drug screen and a background investigation. Persons offered employment must pass all pre-employment exams prior to appointment.

Under general supervision, the class coordinates and conducts research studies of departmental programs and services; and performs related duties as required.

ESSENTIAL DUTIES

· Designs and conducts studies and surveys to collect data regarding the quality, effectiveness and cost benefits of programs, services and resources;

· monitors and reports to management on customer service complaints and satisfaction levels;

· interprets collected data and prepares reports detailing findings and making recommendations for improvements;

· monitors the effectiveness of program changes and recommends modifications as needed;

· researches programs and services provided by other cities and agencies and recommends incorporating best practices into existing programs;

· works with city departments, public and private agencies and other service providers to coordinate data collection, tracking and reporting procedures and to improve the sharing of research data;

· reviews procedures utilized in evaluating department services to ensure that appropriate methods are used;

· determines the need for new evaluation techniques and develops them as required;

· develops computer databases to generate reports for program evaluation.

RELATED DUTIES

· Writes proposals and completes grant applications to obtain funding for research projects;

· may participate in program development and monitoring of grant funded projects;

· may supervise staff engaged in conducting research studies and analyzing data.

Additional duties may be required for this position.

SHIFT: Monday through Friday

HOURS: 8 :30 am – 4:30 pm

Qualifications:

Minimum Qualifications

Graduation from an accredited college or university with a Master’s degree in Research, Business Administration, Urban Planning or a related field supplemented by four years of progressively responsible research experience, or an equivalent combination of training and experience.

NOTE: A copy of your official transcripts will be required at the time of processing, if applicable.

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a written exercise and/or a skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

+ Previous grant writing experience

+ Previous work experience conducting research

+ Previous experience managing grant awards

NOTE: Applicants will be required to provide a writing sample before they come in for an interview.

Writing Sample Criteria

Applicants must submit a writing sample prior to their scheduled interviews. All writing samples submitted in consideration for employment must comply with the following criteria:

1. The sample may either be a professional project report, academic project report, an official communication related to a professional or academic project, or a work-related report or communication

2. The writing sample submitted must be no more than five (5) pages

3. The writing sample must be accompanied by a cover page explaining:

1. The sample’s original purpose (e.g., a writing class, a professional project, a memorandum for an employer);

2. When (MM/DD/YYYY) and for whom the sample was written;

3. The extent of editing by any third party (if any)

4. If the writing sample is an excerpt from a larger document, identify that larger document and provide context, if necessary

If an applicant chooses to submit a writing sample containing confidential or privileged information, the applicant must identify the steps taken, (redactions, name changes, or consent from the client or employer) to preserve the confidential or privileged nature of the document.

APPLICATION EVALUATION: Initial evaluation will be based on information provided on the application and the documents submitted. Department of Human Resource staff will review applications after the final posting date. Staff will follow any and all required Employment/Hiring Plan provisions, federal, state and local laws, and Collective Bargaining Agreements when applicable.
