Summary This position is located in the Department of Veterans Affairs, Office of Procurement, Acquisition and Logistics (OPAL), National Acquisition Center (NAC), Denver Logistics Center (DLC), Service and Distribution Center (SDC). The incumbent to this position provides maintenance and support to multiple VA organizations located within the facility. Responsibilities This is a bargaining unit position. Work may be located on ladders, scaffolds, etc., requiring overhead work in stretched, cramped or awkward positions. The incumbent will operate a variety of hand and power tools and equipment and is often required to lift and carry moderately heavy or awkwardly shaped items, such as lumber, tool boxes and heavy machinery normally not in excess of 50 pounds. The work may require specific, but common, physical characteristics and abilities, such as above average agility and dexterity. May work in cramped and awkward positions, reaches, bends, lifts while using tools, parts, and/or equipment. The work requires some physical exertion, also including long periods of standing, walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. Major Duties: Electrical involves installing, modifying, repairing, troubleshooting (tracing and locating defects), loading and testing new existing electrical lines, circuits, systems, fixtures, controls, and equipment Independently performs maintenance used at the journeyman level of several occupations Removes, installs, maintains, repairs, designs, and test electrical systems, feeder systems, related switches, distribution panels, outlet boxes as well as wide variety of electrical alarms, fixtures, tools, pumps, motors, fans, and appliances. Performs the full range of journey level plumbing tasks including installing and maintaining supply and disposal system and equipment such as: sewage, water, oil, and gas distribution systems; water fixtured, lavatories, showers, sinks, dishwashing machines, etc. HVAC/ PIPE FITTING Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2024 To qualify for this position, applicants must meet all requirements by the closing date of this announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Experience that would not normally be part of the employee’s position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties. To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Additional Information Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee’s credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
