ROLE SUMMARY

The Director of Grants Management will oversee the overall management and implementation of grants at the Department to ensure compliance with grant requirements and federal rules and regulations. In collaboration with the Assistant Commissioner – Grants and Development, this position will also strengthen the department’s overall grants management infrastructure by developing and implementing standardized operating procedures in the areas of proposal development and grants management, as well as providing ongoing support and technical assistance to staff on all areas of the pre- and post-award process.

ESSENTIAL DUTIES

- Coordinates the grant application phase (including developing grant proposals, packaging, and submission of proposals for internal approval, and submission to funding agencies), meets with program directors to discuss financial needs, and reviews programmatic and budgetary plans received from the program directors.

- Supports the development and implementation of standardized operating procedures for the pre- and post-award processes, and trains subordinate staff in their use.

- Act as a liaison between the funding source, other City agencies, and the department on matters pertaining to the pre- and post-award phases.

- Oversees the development and implementation of an overall support structure to assist staff across the department with all areas of the pre- and post-award processes.

- Provides trainings and workshops, and ensures staff receive needed guidance/technical assistance, training, and support in grant proposal development, management, and compliance/uniform guidance (2 CFR 200).

- Consults with staff on strategies for procuring grants, providing guidance on the development of projects and grant proposals, and the identification of funding sources to support departmental needs.

- Supports the maintenance of the grants management database and tracks the status and progress of grant proposals and grant awards.

- Prepares all grant-related City Council appropriation ordinances for the department in conjunction with the Office of Budget and Management and coordinates departmental representation at related Council and Public Hearings.

- Manage grant staff and provide direct supervision, as well as ongoing development and training.

- Supports the preparation of management reports on section’s work accomplishments.

- Additional duties may be required for this position.

Location: Department of Public Health, 111 West Washington Street, 4th Floor, Chicago, IL 60602

Days: Monday – Friday

Hours: 8:30AM – 4:30PM

Qualifications:

MINIMUM QUALIFICATIONS

Education and Training

Graduation from an accredited college or university with a bachelor’s degree in business administration, public administration, or a directly related field. Masters in degree preferred. Plus, six years of progressive work experience in grants administration, of which two years are in a management/supervisory role related to the responsibilities of the position, or an equivalent combination of education, training, and experience, provided that the minimum degree requirement is met.

SELECTION REQUIREMENTS:

This position requires applicants to complete an interview which will include a written exercise and excel skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

- Extensive knowledge of federal rules and regulations (2 CFR 200)

- Previous experience managing and monitoring the implementation of multiple grants within regulatory guidelines.

- Previous experience in a position which requires preparing reports, budgets, and grant applications.

- Previous project management experience.

- Expert Proficiency level with Microsoft Word and Microsoft Excel computer software applications.
