Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission Support Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL), Materials and Structures Branch. Responsibilities Coordinate a wide variety of administrative and technical tasks essential to administration and execution of the program by project development teams. Provide dedicated support in the form of budget and administrative coordination, inter-agency agreements and technology transfer agreements. Secure and maintain a government purchase card and execute purchases in the form of budget and administrative coordination, inter-agency agreements and technology transfer agreements. Point-of contact for all questions, information, and problem resolution in the areas of program budget and accounting, and agreements. Correspondence preparation and control, including files management, office automation systems, requests for service contracts, and purchasing/procurement Prepare documentation as directed to support the development of government contracting actions, coordinate between program leadership and contracting advocates to determine appropriate contracting mechanisms. Prepare documentation as directed to support the establishment of inter-agency agreements, coordinate between program leadership, administrative staff, and outside agency representatives to develop and track the progress of agreements. Obtain and maintain a Government Purchase Card (GPC) to support simplified acquisitions Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes Assisting with various administrative tasks for laboratory projects; Providing support to a team in multiple areas of research programs; and Assisting in tracking inventory. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service DJ-01 (GS-04). OR Education: Four year course of study leading to a bachelor’s degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
