Summary The position is located in the Department of Intensive Care (ICU), Directorate for Nursing Services located at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, IL. The FHCC is larger than just a single facility but rather a system of facilities throughout Northeastern Illinois and Southern Wisconsin which provide medical and dental services to U.S. Military Veterans, Recruits, Active Duty and eligible beneficiaries. The Health Technician (Telemetry Monitor) works as a member of the Intensive Care team, providing cardiac monitoring under the supervision of the registered nurse. The incumbent exhibits skill and proficiency sufficient for effective EKG monitoring, age appropriate assessment, evaluation, and documentation. The Incumbent performs cardiac monitoring after proper training, supervised demonstration, and with periodic review, by the Nurse Manager. Major duties may include but are not limited to: Provides continuous monitoring of cardiac rate, rhythm and patterns of conduction at a monitoring station Measures, prints and interprets rhythms Recognizes and reports any changes in a patient’s rhythm outside of parameters Validates and then invalidates alarm conditions Monitors patients’ vital signs and response to treatments Recognizes life threatening situations, responds according to protocol Labels and measures EKG strips, Maintains accurate documentation and computer data input for all information gathered Preserves rhythm samples entering data in medical record Detects abnormal or changing rate, rhythm or patterns of conduction directly from the oscilloscopic rhythm display Maintain equipment and supplies Under the direction of biomedical engineering troubleshoots, and identifies equipment malfunction or failure Work Schedule: (12 hour) day shift OR or (12 hour) night shift, based on the needs of the unit based on availability, schedule is 24 hours within a pay period (with rotating weekends and holidays) Telework: Not Authorized Remote: Not Authorized (Remote refers to work performed on full-time basis anywhere other than a VA facility or using VA-leased space.) Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: skill in operation of EKG monitoring systems, knowledge of normal and abnormal cardiac rhythms, computer skills with Microsoft Office; Word processing, creating spreadsheets, using PowerPoint, providing patient instruction on cardiac monitoring system, operation of equipment and supplies related to cardiac telemetry monitoring, knowledge of aseptic technique and universal precautions. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires at various Intervals, long periods of sitting to observe patients and/or EKG monitors, Incumbent experiences extended periods during which continual visualization of monitors, various equipment, and computer screens is required. Incumbent assist in positioning patient as needed. The incumbents’ work is performed primarily in the ICU/Telemetry Unit. Incumbent is not normally exposed to high risk or discomfort. The workspace is temperature controlled and well lit. Infection control and safety standards are maintained within the incumbent’s workspace; however, the incumbent is exposed to infection, needle stick, contagious diseases, bodily fluids, etc. Incumbent dons appropriate PPE as applicable to the procedure and/or potential exposure.
