Description
This position is expected to participate in the overall administration of the SIU School of Medicine employee benefit program which includes but is not limited to insurance, leaves, flexible spending, worker compensation, disability, tuition, time off benefits, retirement, and all other fringe benefits. Day-to-day duties of the Benefits team include counseling employees, resolving discrepancies, processing forms, assisting separating employees, and serving as a central point of contact for benefit related matters.
 Examples of Duties
BENEFITS ADMINISTRATION-- 100%
Communications and Counseling:
Maintains office hours for scheduled and walk-in appointments to conduct benefits counseling for employees and applicants.
Counsels employees regarding employment or personal changes that could impact benefits options or elections, including inquiries from employees or potential employees.
Trains and communicates the benefits program to all new employees as needed. Assists in the development, maintenance, and communication of benefits related policies and procedures.
Collaborates with Employee Relations to facilitate employee recognition, service awards, and appreciation.
Coordinates community-related activities which include annual SECA campaigns and blood drives.
Coordinates, as a team, all aspects of the benefits choice period including communication distribution, educational sessions, assisting individual employees with their enrollment and edits.
Serves as the subject matter expert on all components of the benefits programs in order to provide high quality customer service to employees during every stage of their employment cycle.Insurance Administration:
Processes benefits for new hire and separating employees, life event and payroll changes.
Resolves group insurance discrepancies that may entail changes to insurance and/or payroll systems and adjustment of premiums. This involves researching the problem, determining a correction, and communicating the necessary adjustments.
Administers direct billing of optional insurance premiums for employees as necessary. Fringe Benefit Administration:
Processes adjustments/corrections, prior service credit.
Batch processes final entries in the HR System.
Calculates and reports benefits time remaining at separation/retirement. (see F-2)
Processes tuition waivers and reimbursements.
Leave Administration:
Handles organization's leave administration, including collecting documentation, evaluating leave eligibility, reviewing medical certifications, and accounting for intermittent and reduced schedule leave. Communicates with employees, supervisors, and leadership, as appropriate throughout leave process and at completion/return to work.
Monitors, tracks, and provides general leave data and metrics to departments and leadership.
Maintains complete and accurate records of leave requests in accordance with specified legal requirements and documentation of best practices.
Separation Management:
Facilitates the employee benefits separation process, including saving employee separation notices in respective files, entering separation data into internal and external systems, and ensuring timely notice of separations to HR and external departments.
Calculates and finalizes vacation payout information for departing employees, & reports payout data to State Universities Retirement System. Completes State of Illinois transfer (CMS204) and/or prior service records when necessary.
Facilitates the exit processes for all employees including pre-exit meetings, preparing estimated vacation and sick payouts, informing employees of their options for transitioning and continuing benefits, verifying exit paperwork is processed, coordinating closely with payroll for data entry and maintaining accurate and thorough records.
Processes SURS and CMS termination reporting.
Assists with accommodations requests under the Americans with Disabilities Act (ADA) by facilitating SIU School of Medicine's Reasonable Accommodation interactive process for employees, applicants, and the public.
Point of Contact - External Entities:
Processes timely responses to the Department of Employment Security (IDES) requests regarding separated employees including contacts with the IDES office, and participation in telephone hearings when contested.
Serves as a liaison to the Department of Central Management Services, State Universities Retirement System, and other third-party administrators.
Represents SIU School of Medicine on external committees including but not limited to statewide insurance meetings, University Joint Benefits Committee in Carbondale, and the Illinois Association of University Benefits & Insurance Administrators (IAUBIA) committee.
