Position Summary

The Program Director for NYAP’s newest La Jornada (The Journey) Program focusing on Long-Term Foster Care (LTFC), will be responsible for ensuring the delivery of long-term foster care services to unaccompanied minors transferred from ORR shelters, transitional foster care, or specialty ORR programs. Minors transferred to long-term foster care programs remain in care for extended periods while case managers work on reunification efforts. The Program Director will be responsible for the overall management of the programmatic, administrative, financial, and operational systems related to the provision of care and services; provision of regular and timely reports to the Corporate Vice President, National Director of La Jornada Program, related to operations, services, and finances; establishing a respectful and supportive workplace environment; and elevating any issues or concerns. RESPONSIBILITIES The Program Director position may include the following, as well as other duties assigned:

+ Actively supports, represents and extends the mission of the organization as well as program goals, services, departments and co-workers.

+ Manage day-to-day operations of the Long Term Foster Care program, including overseeing the service delivery to minors and partnering with foster caregivers.

+ Supervise foster caregivers program team, including case management staff, clinicians, medical coordinators, foster parent licensing coordinator/trainer, education team, youth workers, support and administrative staff.

+ Ensure the delivery of Flores mandated services.

+ Manage program budgets.

+ Approve work/leave Paycom timesheets for staff.

+ Provide ongoing training, coaching and mentoring to foster caregivers and staff, per state, NYAP, COA and ORR requirements.

+ Work closely with NYAP’s Continuous Quality Improvement (CQI) Team to ensure compliance and best practices (e.g. UM records, UM/foster caregiver files, accreditation, licensing regulations); and maintain compliance requirements on a monthly basis

+ Serve in the capacity of on-call administrator on a rotation basis with other administrative staff.

+ Represent NYAP’s LTFC program and the agency in a professional manner. Make public appearances and presentations as requested.

+ Participate in weekly case staffing, minor/ family/ Sponsor meetings and visitation, case consultations and review UM/Sponsor assessments, individual intake assessments, risk assessments and Significant Incident Reports (SIRs).

+ Establishes and maintain partnerships with schools, child protective services, Juvenile Court, community agencies, medical providers, third-party required SA/SH reporting agencies (local/National), including entering into MOUs on behalf of the LTFC Program.

+ Responsible for providing and/or ensuring required in-service training for foster parents and staff is completed.

+ Responsible for providing support and resources to foster caregivers and minors.

+ Oversee Program admission process for new intakes and provide guidance concerning all new admissions, transfers, and emergency discharges.

+ Responsible for program growth and development.

+ Responsible for meeting quarterly growth targets for number of foster homes and placements.

+ Completes related or additional tasks as assigned by the National Director.

+ Maintains, enhances and develops positive relationships with internal NYAP departments, referral sources, state and federal agencies, volunteer and community agencies, employees and foster caregivers.

MINIMUM QUALIFICATIONS

+ Bachelor’s degree in social work, or comparable behavioral science field, from an accredited institution. Master’s degree preferred.

+ 5 years of relevant experience working with individuals served through the child welfare system.

+ 2 years of experience in program management or as director of a licensed child care program.

+ Able to possess the administrator’s license for the care provider’s facility, if applicable

+ A valid advanced professional license as required and acceptable by state or contract regulations.

+ Bilingual English/Spanish Fluency

+ Proficient use of desktop and laptop computers, internet search, people management programs, smart phones and tablets, printers, fax machines and photocopiers as well as software including word processing, spreadsheet and database programs.

+ Some travel is required

+ Must be open and willing to work non-traditional work hours as well as on-call responsibilities

+ Must be able to embrace working as a diverse team both effectively and respectfully with persons of any background, race, color, religion, sexual orientation, ability, national origin, or culture

+ Provide excellent internal and external customer service

+ Must possess good verbal, listening, and written communication skills

+ Must possess proficient computer skills including Microsoft Suite and NYAP specific applications.
