Summary This position is located in the Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD). This position is established to serve as the MARAD on-site representative to the United States Transportation Command (USTRANSCOM) located at Scott Air Force Base, Illinois. Responsibilities The USTRANSCOM Liaison: Will be responsible for facilitating the flow of useful, timely, and accurate information between the agencies in the maritime-related areas of strategic sealift, merchant marine manpower, intermodalism, ship operations, and ship industrial support infrastructure. Assists Department of Defense (DOD) customers by providing the Plans and Policy Directorate with maritime information to facilitate USTRANSCOM decision making on the use of sealift including resource allocation, acquisition planning, and the direction of USTRANSCOM directed activities related to the maritime industry. Coordinates the exchange of information concerning proposed changes to plans, programs, and procedures that affect the mission responsibilities of MARAD and USTRANSCOM, including its Transportation Component Commands. Works with MARAD staff and other maritime industry resources to ensure that MARAD’s contributions to USTRANSCOM sealift data bases are useful, timely, and accurate. Contributes to discussions, programs and policies intended to improve the overall health of the maritime industries and to foster and maintain a United States Merchant Marine Fleet capable of meeting national economic and defense security requirements. Provides a link through MARAD with other DOT agencies in fostering intermodalism and its utility to military readiness and deployment requirements. Provides education resources to familiarize military transportation users with the capabilities and services offered by the U.S. intermodal and ocean transportation industries. The ideal candidate has experience with facilitating the flow of timely and accurate information amongst stakeholders. The candidate possesses planning and programming skills for strategic sealift and the use of the U.S. Merchant Marine. Also, the candidate must possess skills to perform studies and analyses of program areas which are of mutual interest to the Department of Defense Logistics community and the Maritime Administration. CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a?service agreement may be required. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience managing the flow timely and accurate information between multiple office/parties; AND Experience with representing an organization’s interest in meeting with stakeholders. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience managing the flow timely and accurate information between multiple office/parties; Experience with representing an organization’s interest in meeting with stakeholders; AND Experience servicing in an advisory role concerning the use of Merchant Marine assets (ships, shipyards, seafarers, ports, and supporting industries) and the National Defense Reserve Fleet for meeting national economic and defense security requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
