POSITION SUMMARY

Conducts and oversees safety audits, analyses and inquiries of a variety of types, to determine compliance with safety requirements and evaluate the effectiveness of safety-related plans, programs and procedures established throughout the Authority. Leads in the design, implementation and evolution of a cohesive safety assessment program. Coordinates CTA’s participation in external safety audits and CTA’s response to certain regulatory directives. Designs and conducts discrete studies such as benchmarking studies or process evaluations.

Qualifications

PRIMARY RESPONSIBILITIES

+ Conducts and supervises safety audits and programmatic reviews of safety-related programs and business processes, such as: vehicle maintenance specific routines and procedures, material handling or pre-shift briefings compliance with external safety regulations, drug testing assessments of the effectiveness of safety practices in their integration with other processes such as information flows via:

+ Developing audit plans and tools.

+ Researching regulations and industry or technical guidance.

+ Reviewing CTA documentation.

+ Conducting interviews.

+ Performing record reviews, data analysis or field tests.

+ Adhering to CTA and Safety Department procedures.

+ Coordinating the project-based work of CTA colleagues or contracted support.

+ Presenting reports, findings and recommendations by demonstrating a high degree of technical and grammatical accuracy.

+ Oversees the design and execution of the assessment and audit program.

+ Maintains the Internal Safety Audit Procedures Manual, and develops additional policies, procedures or instruction as needed to guide the program.

+ Identifies opportunities to improve the program’s processes and outcomes, such as enhancing the types and scope of reviews and approaches.

+ Recommends process changes and resource efficiencies, with the aim of (a) increasing confidence in ongoing compliance with safety requirements and (b) supporting continuous safety improvement on the part of CTA business units, in collaboration with those units, and © ensuring the comprehensiveness of the program, including for both Rail and Bus modes, and its integration with the Safety Management System (SMS).

+ On behalf of the Safety Department, coordinates the CTA’s participation in external safety program reviews and audits, and other regulatory oversight directives.

+ Acts as liaison among administrators of oversight agencies and CTA departments.

+ Coordinates, collects, synthesizes and presents information responsive to regulatory requests.

+ Reviews reports, findings, and manages the development of corrective action plans.

+ Oversees the implementation of processes and procedures to ensure compliance with and completion of corrective action plans associated with external reviews and audits, and other regulatory oversight directives.

+ Manages formal correspondence with regulatory oversight agencies related to program review and audit activities.

+ Works within and outside the Safety Department to define, support, participate in, monitor, coordinate, document and bring to conclusion efforts such as safety risk mitigations, corrective actions to restore compliance, or change proposals, including assisting in special projects and collaborations, such as benchmarking studies, process assessments, staffing analyses or other inquiries.

+ Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.

+ Performs related duties as assigned.

MANAGEMENT RESPONSIBILITIES

+ Keeping abreast of Federal, State and Local requirements, including relevant CTA requirements, and transit and safety industry standards and practices, including CTA programs and practices.

+ Preparing for and conducting audits outside of one’s area of subject matter expertise, and by interfacing with staff and executives at all levels of the organization.

+ Building and maintaining effective working relationships within the agency and industry.

EDUCATION/EXPERIENCE REQUIREMENTS

+ Bachelor’s degree in Safety, Planning, Engineering, Audit, Finance or a related technical or business field.

+ Advanced degree in Business, Planning, Engineering or a related field; or a minimum of five years of experience in project management, government administration, data analysis, business analysis, performance monitoring and measurement, process design or assessment.

+ Experience managing projects from start to finish including identifying opportunities and conceptualizing projects, researching, convening working groups for new purposes, establishing common understanding, developing tools and documents, assigning and coordinating work, and presenting results.

+ Experience working with personnel and executives of all levels and varying professional expertise.

+ Experience in the field of safety preferred.

+ Experience in transit preferred, with FTA training certification of Transit Safety and Security Professional (TSSP) and/or Public Transportation Safety Certification Training Program (PTSCTP) desired.

+ Experience working with regulatory entities preferred.

+ Must be able to obtain Rail Safety Training Certification.

PHYSICAL REQUIREMENTS

+ Requires sitting for extended periods of time, standing and walking, visual acumen, manual dexterity and fingering for working with computer keyboards.

+ Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

+ Strong written and verbal communication skills including the ability to synthesize varied and technical information, and to clearly and effectively articulate the results of work performed, as well as novel approaches and recommendations to a management and executive audience.

+ Working knowledge of safety practices and techniques including the principles of Safety Management Systems, continuous improvement techniques and Safety and Security Certification.

+ Working knowledge of the principles and application of good corporate governance, business and operational risk and control processes and procedures and knowledge of accepted audit standards.

+ Working knowledge of computer applications, statistical and other analytic techniques, performance measurement concepts, principles of management and supervision and auditing standards.

+ Ability to apply professionalism and discretion while maintaining effective working relationships with organization managers and personnel.

+ Strong project management skills.

+ Ability to work independently and collaboratively.

WORKING CONDITIONS

+ General office environment.

+ Required to travel to work locations throughout the CTA system.

+ Subject to normal garage/shop/yard hazards such as moving equipment, noise, etc. when visiting field locations.

+ Subject to various lighting and weather conditions when visiting field locations.

+ This position is considered a “C-List” position under the “Revolving Door” prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow.
