POSITION SUMMARY

Plans, supervises, and coordinates the activities and operations within the Authority’s Safety department as it relates to implementation of the Safety Management System (SMS). Assists in developing strategic and tactical initiatives that promote a culture of system safety throughout the Authority and ensures CTA staff and the general riding public safe transportation service.

Qualifications

PRIMARY RESPONSIBILITIES

+ Develops programs, combinations of policies, processes, and assorted activities for the Safety Management System. Drafts, composes, and revises various programmatic documents which correspond to those policies, processes, and activities.

+ Oversees the implementation of the Authority’s SMS.

+ Collaborates with staff to develop and administer a set of principles, framework, processes, and measures used to prevent accidents, injuries, and other adverse incidents that will serve as the Authority SMS.

+ Identifies safety risks, assesses processes and procedures, and makes recommendations to successfully mitigate safety risks.

+ Works regularly with personnel throughout the Authority to ensure that safety programs and plans are effectively coordinated, communicated, and implemented.

+ Coordinates with the Learning & Support department and various departments throughout the Authority to develop and administer multi-level training programs related to safety. Collaborates with Learning & Support to design and administer training programs that successfully promote a culture of system safety.

+ Participates in the development and administration of Authority programs, policies, goals, and objectives as directed by the Chief Safety & Security Officer.

+ Provides oversight and assistance to first and second Safety Officers in the event of an incident or accident requiring an investigation.

+ Manages Safety personnel.

+ Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval.

+ Ensures ongoing professional development for all direct reports, including identifying pertinent training opportunities and encouraging active participation in safety professional societies.

+ Performs related duties as assigned.

+ Keeping abreast of all CTA operations in connection with safety aspects.

+ Maintaining awareness of liability concerns when dealing with legal community and oversight organizations.

+ Keeping up with the 24/7 nature of the Authority’s operations.

+ Handling situations which involve severe injury/loss of life during accident investigations..

EDUCATION/EXPERIENCE REQUIREMENTS

+ Bachelor’s degree in Safety, Engineering, Business Administration, Public Administration, or a related field, plus five (5) years of experience implementing Safety Management Systems or demonstrating successful change implementation and implementing operational improvements, of which one (1) year was in a supervisory or management role, or an equivalent combination of education and experience relating to this position.

+ Experience with unionized workforce strongly preferred.

+ TSSP certification strongly preferred

+ Valid State of Illinois Driver’s License is required.

PHYSICAL REQUIREMENTS

+ May require moving up to 3 miles at one time, sometimes on rocks and on narrow catwalks.

+ May require traversing onto trains and up and down ladders.

+ May be required to wear restrictive personal protective equipment.

+ Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.

+ Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

+ Detailed knowledge of the methods and best practices in developing and implementing Safety Management Systems.

+ Detailed knowledge of the methods and best practices in developing and implementing Behavior Based Safety programs.

+ Detailed knowledge of the procedures and practices in emergency preparedness.

+ Detailed knowledge of state and federal codes and regulations and ability to apply knowledge pertaining to system safety operations.

+ Working knowledge of safety auditing methods and best practices.

+ Working knowledge of accident investigation best practices.

+ Working knowledge of transit operations, facilities, vehicles, rules and procedures desired.

+ Strong computer and MS Office Suite skills.

+ Strong written and oral communication skills.

+ Strong leadership, project management, analytical, and decision making skills.

+ Ability to interact with internal/external customers.

+ Ability to lead, motivate, build consensus and organize all facets of job responsibilities.

+ Ability to work with sensitive information while maintaining strict confidentiality.

+ Ability to work collaboratively with other Departments.

+ Ability to develop, implement, and evaluate emergency and disaster response plans.

+ Ability to anticipate, identify and evaluate hazardous conditions and practices.

WORKING CONDITIONS

+ General office environment.

+ Required to carry an agency issued cellular phone.

+ Subject to varied weather conditions that include extreme cold, heat, rain, snow, ice, etc., when working outdoors.

+ May work at extreme heights, near electrified third rail, and in subway tunnels with limited clearance, visibility, etc.

+ On call 24 hours a day, 7 days a week.

+ This position is considered a “C-List” position under the “Revolving Door” prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties.

+ Standard office equipment.

+ Personal computer and related software.

Additional Details: Employees and/or union members will be given priority consideration in the hiring process, per the applicable labor contracts.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
