Responsibilities PRIMARY PURPOSE: To serve as the command level senior technical expert and focal point for the execution of nuclear air operations. Applying Air Force military rated aviator experience, plans, directs, organizes and determines necessary policies, regulations, directives, instructions, programs, projects, doctrine, methods and procedures of Air Mobility Command nuclear enterprise forces. DUTIES: Serves as senior command nuclear air transportation expert at HQ AMC. Performs substantial, extensive, in-depth analysis of AFTRANS nuclear execution force operational problems, methods, procedures and techniques and the potential impact on strategic air assets. Represents HQ AMC/A3/10NS with a variety of installation and functional area organizations. Uses expert knowledge of Air Force military aircrew, unit and HHQ to draft, analyze, develop, and evaluate detailed plans, planning factors, tasks, and objectives for long-range implementation of assigned plans and operational concepts. Requirements Conditions of Employment Qualifications CONDITIONS OF EMPLOYMENT (CONTINUED): Rated military aviator experience meeting the definition in AFI 11-402 (Aviation and Parachutist Service, Aeronautical Ratings and Aviation Badges) and AFI 11-412 (Flying Operations-Aircrew Management) is required. Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Transportation Operations (2150) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; expert knowledge of nuclear operations policies, concepts, principles, and methodologies applicable to nuclear operations under peacetime and wartime conditions; expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations; extensive knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of various command entities involved in overall planning and execution of nuclear and air operations. Knowledge of and skill in the application of military rated aviator experience, plans, directs, organizes and determines necessary policies, regulations, directives, instructions, programs, projects, doctrine, methods and procedures of nuclear enterprise forces. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the nuclear execution force. Knowledge of the mission, roles, functions, organizational structures, and operations of DoD and Air Force nuclear enterprise and air operations to provide command level staff guidance and/or assess readiness of nuclear tasked forces. Ability to plan, organize, and lead others in nuclear and air operations studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe military operational and contingency areas. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
