The Senior Consultant - CDBG-DR position performs various assigned tasks related to providing support with client engagement, services, and projects in support of disaster recovery programs, such as US Department of Housing and Urban Development (HUD) Community Development Block Grant Disaster Recovery related disaster programs, and other department initiatives and strategies. This position may provide support to other Consulting service lines as needed.
Qualifications:
Bachelor's Degree is preferred.
Degree in Business, Accounting, Finance, Public Administration, or related field is desired.
Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Program Management Professional (PgMP), Project Management Professional (PMP) certifications are preferred, but not required.
Minimum 3 years of experience in the CDBG-DR program, and state, local and/or federal level disaster recovery programs is required.
Prior advisory and/or consulting experience is preferred.
Experience working on federally funded disaster related projects such as FEMA Public Assistance, FEMA Individual Assistance, CDBG-DR, FEMA's Hazard Mitigation Grant Program, or American Rescue Plan Act (ARPA) is preferred.
Knowledge of and experience with HUD CDBG-DR disaster programs including related statutes, regulations, and policies and processes, such as the Stafford Act, Title 2 of the Code of Federal Regulations (CFR) Section 200, 24 CFR 570, and post-award grant management activities and compliance requirements.
Proven ability to provide excellent customer service.
Maintains understanding of applicable CDBG-DR regulations and their evolution with each allocation.
Must professionally and appropriately communicate with a diverse group of individuals.
Must be able to demonstrate critical thinking skills.
Must have excellent communication skills in business and technical environments.
Strong writing and presentation skills required.
Able to work in a dynamic, fast-paced, innovative, and continuously changing environment.
Capacity for quickly understanding new concepts, workflows, and systems.
Experience with the full grant lifecycle from pre-award, post-award through closeout on federally funded programs.
Ability to perform effectively, efficiently, and with quality under tight deadlines and manage multiple priorities.
Possess a high degree of professionalism including the ability to maintain high levels of confidentiality.
Display effective leadership skills.
Must have a positive attitude and work well independently and with teams.
Must be technically proficient with the capability of performing at an intermediate or advanced level with respect to the Microsoft Office Suite of products, specifically Excel, Word, and PowerPoint.
Responsibilities:
Supports large, complex programs implementing major state and community-level post-disaster recovery efforts, including administering HUD CDBG-DR funds.
Works with supervisors to evaluate client needs, recommend project approaches, and understands engagement scope, manages activities for completing work, and assists with oversight of overall quality control of client deliverables.
Assists in the review of proposal requests, development of proposals and grant applications as necessary
Delivers client services including, but not limited to:
Monitoring grants, including uniform guidance recipient monitoring, and subrecipient monitoring.
Applicant intake and case work, including reviewing documentation for compliance with CDBG-DR and program policies, responding to applicant inquiries, and conducting Duplication of Benefits (DOB) reviews.
Consult with grantees on financial, program, administrative, or policy matters.
