Job Description

25% Under general direction, serves as the Eligibility Support Unit Manager for the Department of Innovation & Technology (DoIT), supporting the Department of Human Services (DHS): 

  • Manages and supervises a team of professional informational technology staff in the Eligibility Support Unit. 
  • Manages projects, establishes, implements, and maintains approved work plans, schedules, target dates and objectives.   
  • Implements policy, procedures, and standards. 
  • Reviews operational reports. 
  • Recommends staffing levels and training needs to the Integrated Eligibility Systems (IES) Application Manager.  

 

20% Performs highly technical, complex, analytical, and supervisory functions for the maintenance and utilization of critical application information support system for the Eligibility Support Unit using JAVA based web development and web tools (RAD, WebSphere):  

  • Directs subordinate staff in the performance of complex coding, testing and implementation of systems development.  
  • Writes, debugs, tests, and documents N-Tier application development and updates existing programs utilizing Corticon Rules engine standards within IBM WebSphere environment, iText, iBATIS, XML, Java Servlets, Java ServerPages (JSP, Enterprise JavaBeans (EJBs), IBM, AIX, DB2, COBOL, Rational Clearcase/Clearquest, Rational Application Developer, and Elixir software.   

 

15% Reviews and analyzes requests for new or modified system function: 

  • Monitors system design and development to ensure adequate workflow. 
  • Verifies system readiness for implementation. 
  • Coordinates the accurate and timely completion of requests. 
  • Reports on status of projects and assignments. 
  • Identifies problem areas and initiates corrective action plan. 

15% Serves as working supervisor:  

  • Assigns and reviews work.  
  • Provides guidance and training to assigned staff.  
  • Counsels staff regarding work performance.  
  • Reassigns staff to meet day to day operating needs.  
  • Establishes annual goals and objectives.  
  • Approves time off.  
  • Prepares and signs performance evaluations.  

 

10% Confers with management, user groups, and other areas within DoIT in managing and coordinating system enhancements and production maintenance to ensure department standards are followed:  

  • Coordinates testing and implementation of projects and system modifications with agency users. 
  • Confers with application staff members and agency users to coordinate efforts and resolve problems.   
  • Attends meetings, seminars, and conferences to keep abreast of new developments in the Information Technology field. 

 

10% Manages special projects and directs the development of special user request reports and downloads files for the assigned systems and ensures the tasks are completed accurately and timely. 

 

5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
