Job Description
55% Under administrative direction, serves as the Operational Support Analyst II for the Illinois Department of Innovation & Technology (DoIT) supporting the Illinois Department of Revenue (IDoR):
- Performs complex professional and advisory functions in assessing and analyzing the more technical application access requirements, applications, infrastructure needs and vulnerabilities to create, support and maintain technological solutions for IDoR.
- Provides expert application support through troubleshooting, user assistance and collaboration with users, business analysts and technical staff.
- Executes agency application access control by ensuring approvals are obtained prior to execution and documentation post execution.
- Provides advice and guidance to equivalent or lower-level employees in the division.
- Facilitates approved audit activities.
- Documents, tests, and executes Disaster Recovery activities.
- Provides answers to the more technical inquires including, but not limited to, access rights, access templates, roles, and responsibilities to support IDoR HR activities (Onboarding, offboarding, transfer etc.).
- Collaborates with IDoR Safeguarding and DoIT on all policies to align governance between agencies.
20% Provides high-level technical assistance to business areas in troubleshooting of application issues that are complex and technical in nature to appropriately address the Agency’s operational needs.
- Engages and assists with end users, technical teams, and business leaders in analyzing, planning, and resolving operational application issues.
- Serves as a Subject Matter Expert (SME) for Enterprise Level Solutions to address the needs of the agency.
- Develops and maintains collaborative relationships with internal and external stakeholders, subject matter experts, project managers, consultants, developers, and other technical resources.
15% Functions as an analyst independently performing tasks of a complex and technical nature including the analysis and evaluation of system requirements:
- Consults with users and other IT staff regarding the more complex and technical production and/or program problems and works with other IT staff to determine problem areas and the methodology to correct:
- Collaborates with internal technical resources and assists with system testing, training, and end user support for IDoR applications.
- Provides professional advisory guidance in the process of implementation and support for multi-agency applications managed by DoIT- IDoR
- Produces program and system specifications for complex systems and tasks which includes system flowcharts, audits trails, control procedures, and coordinates the testing and implementation of these.
- Prepares technical documents facilitating a clear and shared understanding among managers, technical staff, and end users.
- Provides expert advice in business process re-engineering, writing UAT and SIT cases, training, system implementation and end user support.
- Remains current on DoIT enterprise service offering.
5% Keeps abreast of new developments in the Information Technology field:
- Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Attends demonstrations and exhibitions related to assigned operations.
5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
