Job Description

45% Under general direction, serves as the Systems Support Administrator for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Revenue (IDoR):

  • Provides systems support administration and management, technical advice, and guidance in the highly complex program aspects of IDoR systems.
  • Performs highly responsible IT Technical administrative functions coordinating and working with DBAs, developers, and other IT personnel.
  • Organizes, plans, executes, monitors, and evaluates the IDoR IT infrastructure, as a whole, to appropriately address the Agency’s business and technical needs.
  • Serves as the lead technical resource for the division.
  • Coordinates systems research and training for the new initiatives of the division.
  • Directs and leads teams in systems planning, design, development, installation, and maintenance support.
  • Provides expert, technical consultation to Section, Division and Program management.
  • Analyzes system logs and identifies potential issues.
  • Applies operating system updates, patches, and configuration changes.
  • Manages problem assessment and system performance improvement tuning.
  • Develops and maintains infrastructure diagrams and system configuration documents.
  • Develops system design and functional specifications documents.
  • Manages and monitors system performance tuning to ensure parity between development, test and production environments. 
  • Utilizes C#, VB.Net, ASP.Net, SQL Server, DB2, JavaScript, HTML, SharePoint and Active Directory skills to troubleshoot applications and systems.

30% Coordinates and assists with direction for system integrity, design, development, recommending enhancements to operating procedures for improved methods and techniques:

  • Confers with Project Managers on the successful completion of projects ensuring uptime, performance, resources, and security of the managed systems to meet user needs.
  • Gathers and evaluates the highest level of system requirements based on the business, user needs, and other constraints.
  • Develops system requirement specification documents. 
  • Confers with the Project Managers to for system development, maintenance, and implementation. 
  • Collaborates with project stakeholders, subject matter experts, technical resources, and internal and external staff on system testing, training, and end user support. 
  • Coordinates in-depth IT management studies involving extensive technical research and systems analysis.
  • Develops complex written IT analysis and recommendation documents, including written implementations plans. 
  • Facilitates planning by communicating requirements, problems, and current technological product developments to upper management.
  • Directs the analysis of performance reports, activity data, and exception reports to determine solutions required to resolve problems or deliver the levels of service necessary to help the division meet their goals, including data collection and reporting on technical environment Key Performance Indicators (KPIs) and metrics.
  • Provides software recommendations to manager upon analysis findings.

 

15% Serves as a lead worker:

  • Assigns and reviews work. 
  • Provides guidance and training to assigned staff.
  • Advises immediate supervisor regarding performance of staff.

 

5% Keeps abreast of new developments in the Information Technology field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.

 

5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
