Summary This position is organizationally aligned in the Surgical Service Line located at the Edward Hines, JR. Hospital. The incumbent serves under the supervision of the Service Line Business Manager or his/her designee. The incumbent works closely with the other Program Specialist, in the formulation of projects, reports, strategic plans, resource utilization, needs assessments and assigned activities. Salary Ranges GS-7: $54,728 – $71,148 GS-9: $66,942 – $87,024 Responsibilities Duties Include: Develops, modifies and administers training programs for the scheduling staff and supervisors throughout the facility and tailors training for local needs and specific areas. Develops, reviews, analyzes, implements, and conducts training based on facility needs and performs analysis of audit findings related to access to care, scheduling, consult management, insurance capture, recall reminders, return to clinic orders, open encounters, and clinic profile management. Conducts formal and informal in-service and continuing education programs based on identified needs and provides training to all staff with the ability to schedule, coordinate and utilize appropriate teaching aids when applicable. Responsible for the performance of reviews and audits, follow-up audits, and special audits generated by facility leadership, which are in accordance with VHA and generally accepted government auditing standards. Conducts extensive reviews and analysis of data from diverse sources, assembles information, and develops reports or presentations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 730am to 400pm or TBD by section needs. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position: GS-7 LEVEL SPECIALIZED EXPERIENCE: Must possess 1 year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience includes: Working with clinic scheduling systems, programs and directives related to access to care, and computer-based medical systems. Performing reviews of information and data, running specialized reports, ensuring competency of scheduling processes, providing appropriate supervisors with recommendations for performance improvement, and tailoring training to specific needs. Designing and developing training presentations, plans, instructions, materials and aids. OR GS-7 LEVEL EDUCATION: Must have successfully completed 1 full year of graduate level education (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position). – OR – completed a 4-year course of study leading to a bachelor’s degree and have superior academic achievement (S.A.A). S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled and demonstrates the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. S.A.A. is based on (a) graduated in the top third of class. Class is defined as the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration. (b) Graduated with a Grade-point average of 2.95 or higher out of a possible 4.0. This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum. © Graduated with a grade-point average of 3.45 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum. (d) Member of a national scholastic honor society. (TRANSCRIPTS REQUIRED) OR GS-7 LEVEL COMBINATION: Must possess a combination of graduate education and specialized experience as described above. (TRANSCRIPTS REQUIRED) GS-9 LEVEL SPECIALIZED EXPERIENCE: Must possess 1 year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience includes: Working with clinic scheduling systems, programs and directives related to access to care, and computer-based medical systems. Performing reviews of information and data, running specialized reports, ensuring competency of scheduling processes, providing appropriate supervisors with recommendations for performance improvement, and tailoring training to specific needs. Designing and developing training presentations, plans, instructions, materials and aids. Writing effective and clear Standard Operating Procedures pertaining to materials being taught to staff. Developing and implementing quality and process improvement procedures and to perform auditing functions. OR GS-9 LEVEL EDUCATION: Successfully completed a Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position)
