ASSISTANT PROCUREMENT OFFICER

Department of Procurement Services

FINANCE/ADMINISTRATION

Number of Positions: 1

Starting Salary Range: $118,128 – $133,524

Application Period 7-30-24 to 8-6-24

Under direction, manages and directs the procedures and activities of staff responsible for managing financial processes, internal contracts and administrative support for the public bidding and contracting for the procurement of various goods and services; and performs related duties as required.

ESSENTIAL DUTIES

· Oversees administration of contractual agreement processing from advertisement to award, as well as payment and tracking processes.

· Oversees functions of up to 8 staff with various duties.

· Works closely with unit deputy, including oversight of online auction of surplus goods and materials.

· Liaisons with other procurement units to ensure cooperation and effectiveness.

+ Assigns and monitors the work of staff responsible for developing and administering solicitations and contract documents for the purchase of goods and services.

+ Coordinates and enforces the city’s procurement policies for operating departments and monitors progress of internal and external projects and requests.

+ Assists in the development, implementation, and modification of procurement and/or administrative policies, procedures, and programs.

+ Monitors and analyzes statistical reports related to performance metrics for procurement and related funding parameters.

+ Monitors and oversees awarded contracts and contract modifications and amendments to ensure compliance as related to the ordering of goods and services for DPS.

+ Establishes and implements management controls to increase the efficiency and effectiveness of procurement expenditures and administrative activities.

+ Reviews and approves contract documents (e.g., draft documents, addendums, technical specifications) for accuracy and consistency prior to entering requisitions.

+ Provides technical assistance and recommendations to internal and external staff prior to finalizing specific contract packages and various documents; creates memos and financial documentation as required.

+ Reviews and responds to sensitive inquiries from User Departments, vendors and other external sources; participates in demonstrations of new products and services for evaluation purposes.

+ Functions as a liaison with other local, state, and federal governmental agencies, contractors and/or User Departments and business organizations.

+ Directs the preparation of various financial, administrative, and operational reports and ensures funding availability related to procurements.

+ Develops goals/objectives/work standards and conducts performance evaluations of staff.

+ Participates in the preparation and administration of the departmental budget, as required.

Days: Monday – Friday

Hours: 8:30 a.m. to 4:30 p.m.

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE

Qualifications:

Graduation from an accredited college or university with a Bachelor’s degree in Business Administration, Public Administration, or a directly related field, plus five (5) years of work experience in the procurement of supplies, equipment, or services, of which three (3) years are in a supervisory role related to the responsibilities of the position or an equivalent combination of education, training, and experience.

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a written exercise and/or a skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
