Summary About the Position: Incumbent will be responsible for managing the Rock Island District’s Small Boat Harbor Program. This announcement is NOT intended for current, permanent Army employees. Responsibilities Serves as Project Manager and/or Program Manager responsible for the overall management, control, coordination and execution of assigned projects and/or programs. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project. Negotiates and integrates all district functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.) Controls and manages project milestones and budgets from planning through construction and initial operations. Represents the District Commander, serving as the districts primary point of contact for projects assigned with Federal, state and local government agencies, Congressional interests, other external organizations and higher authorities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) Performing project and program management business processes to manage project milestones, scheduling, scoping, and budgeting related to civil works infrastructure such as lock and dam facilities and/or navigation channels and harbors; 2) communicate with local sponsors, other state or local agencies and/or general public on project related issues; and (3) Resolve project issues, which may include but not limited to scope, schedule, budget and quality issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12. You will be evaluated on the basis of your level of competency in the following areas: Interpersonal Skills Planning and Evaluating Project Management Stakeholder Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???12). Education Additional Information Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond (6) years, up to eight (8) year. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term Appointment will be appointed/converted into a Term Appointment with no statutory return rights back to a permanent position.
