Job Description
25% Under immediate supervision, serves as the IT Applications Manager for Law Enforcement Unit A with the Department of Innovation & Technology (DoIT), supporting the Illinois State Police (ISP):
- Implements the principles and techniques of computer system analysis in the design, testing, documentation and control management of management information and data communication systems.
- Directs and coordinates project teams supporting administrative applications and various assigned law enforcement systems and projects.
- Manages, coordinates, and monitors projects utilizing management techniques and processes, implementing the phases of the Systems Development Life Cycle.
- Provides project team direction and guidance.
- Utilizes project management tools including Microsoft Project.
- Utilizes Azure DevOps in creating and improving software.
- Plans, schedules, and implements tasks, prepares and adheres to standards, and guides project team.
- Manages and monitors administrative applications and law enforcement system upgrades, enhancements, and state and federal legislative mandates.
- Manages and participates in computer application design, coding, and maintenance.
- Serves in rotation for call outs on system problems.
- Responds to questions and emergency requests when problems arise.
20% Serves as a working supervisor:
- Assigns and reviews work.
- Provides guidance and training to assigned staff.
- Counsels staff regarding work performance.
- Reassigns staff to meet day to day operating needs.
- Established annual goals and objectives.
- Approves time off.
- Prepares and signs performance evaluations.
20% Represents the unit in long-range planning:
- Assists manager in establishing goals and objectives.
- Identifies application changes required to implement new technology.
- Provides recommendations and advises management in areas of managerial concerns including budget, policy, project planning, and project status
20% Confers with other division liaisons and management regarding user needs:
- Makes recommendations to the bureau concerning user needs.
- Represents the Illinois State Police and division in meetings, conferences, and work groups.
10% Keeps abreast of new developments in the Information Technology field:
- Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on products, vendors, techniques, and procedures.
- Attends demonstrations and exhibitions related to assigned operations
5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
