Job Description

30% Translates user needs and business rules into project artifacts including, but not limited to requirement traceability matrices, functional requirements, user cases, user stories, scenarios, screen/interface designs, and workflow analysis:

  • Prepares gap analysis, cost benefit analysis and comparative replacement analysis for more complex projects. 
  • Creates reports, recommendations, training manuals and other documents. 
  • Prepares highly technical documents facilitating a clear and shared understanding among managers, programming staff, technical staff, and end users.
  • Provides lead assistance in business process re-engineering, writing UAT and SIT cases, training, system implementation and end user support.
  • Utilizes best practices in the field of business analysis to design new systems and to modify and enhance the existing systems. 
  • Provides expert guidance to section and project managers in developing and implementing project plans and schedules.
  • Evaluates the suitability of ‘software as a service’ as compared with in-house development of customized applications to achieve the optimal mix of buy-versus-build decisions for appropriately addressing the Agency’s business and technical needs.
  • Translates technical computer application requirements and business needs into detailed functional specifications that can be understood by developers and technical teams, including system behavior, user interfaces, data flows and integration points to guide the development process. 

 

15% Serves as a member of the project management team and works closely with the project managers:

  • Develops and maintains collaborative relationships with internal and external stakeholders, subject matter experts, project managers, developers and other technical resources, and consultants.  Serves as a liaison between the user community and technical staff.
  • Coordinates and performs duties with the Section/Division Manager, such as planning stages of projects based on the needs and funding of the department and monitors overall systems changes.  
  • Utilizes SDLC methodologies, MS Project, MS PowerPoint, MS Visio, MS Teams Azure, DevOps, DB2, SQL, Visual Studio, and .Net Framework in performance of duties.

 

10% Serves as project/team leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.

  • Offers technical guidance for staff to follow for completing assignments.
  • Interprets and explains policies and procedures.
  • Monitors project/team work to ensure quality assurance and control measures are applied.

 

5% Keeps abreast of new developments in the Information Technology field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.

 

5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
