Human Resources is staffed with 30 employees.
Reporting to the Director, Talent Acquisition and Business Support, the Manager, HR Business Support will lead and manage the HR Business Support Group including providing advice and consultation to managers and Human Resources staff in employee relations, strategic workforce planning, and employee communications; interpreting Metra policies; and supporting activities that promote diversity awareness and employee productivity.

The primary duties include: Assign, review, and evaluate staff providing HR business support to managers in the areas of employee relations, workforce planning, and policy interpretation; provide guidance and coaching on discipline, performance, conflict resolution, and terminations; and participate in talent retention efforts. Work with managers to drive an inclusive and diverse culture that creates and maintains a productive work environment and enhances the employee experience. Resolve escalated complex employee relations issues conducting effective, thorough, and objective investigations in a consistent, empathetic, and legally sound manner; and provide counsel to management in accordance with the Agency's policies and applicable laws and regulations. Create and update metrics to measure retention and turnover; and assess, interpret, and report data, applying findings to the ongoing employee relations strategy. Manage the New Hire Orientation process to familiarize new hires with Agency policies and the Exit Interview process to obtain information for use in employee retention strategies. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Promote safe work practices and maintain and foster a safe work environment. Perform other related duties as assigned to meet the ongoing needs of the organization.

Requirements

Bachelor's degree or in lieu of degree, four years of human resources experience.
In addition to #1, must have a minimum of six years of HR Business Partner or similar experience.
Must have a minimum of two years of supervisory experience.
Considerable knowledge of full lifecycle recruiting components including, sourcing and attracting, screening, interviewing and selecting, reference checking, and on-boarding.
Considerable knowledge of general personnel practices.
Good knowledge of federal and state employment laws (e.g., EEO, ADA, FMLA, DOL, OSHA).
Strong organizational, analytical, and problem-solving skills to collect and understand data and recommend strategic solutions to HR problems and concerns.
