Summary of Responsibilities:
Under limited supervision, reporting to the General Counsel, this position involves addressing a variety of complex legal issues and providing legal advice and counseling associated with large construction, risk mitigation strategies, and laboratory capital projects. Additionally, it includes handling other legal and operating issues for the Fermi National Accelerator Laboratory, ensuring compliance with requirements of the Department of Energy (DOE) Prime Contract, federal acquisition, and government contracts.

Duties and Responsibilities:
* Provide legal and compliance support in complex construction matters and government contracts, advising and counseling on a range of matters, solving problems, and assisting the project team for the Long Baseline Neutrino Facility (LBNF) Project and other capital projects.
* Act as a subject matter expert on federal acquisition and procurement law, particularly relating to construction and risk mitigation programs such as insurance.
* Support the drafting and negotiating of contracts and subcontracts for construction, engineering, design, and other project-related activities.
* Develop and maintain standard form terms and conditions for construction under various methodologies.
* Develop and maintain risk mitigation and transfer programs for large, complex, multi-party construction and experimental projects.
* Assist project teams and procurement organization on construction claims and changes to mitigate impact on budget and schedule.
* Conduct negotiations and claim evaluations and resolutions with construction and other subcontractors, especially for large complex collaborations and experiments.
* Manage and resolve disputes related to construction and other capital project activities and risk mitigation or insurance matters, including overseeing and managing outside counsel.
* Advise laboratory management and operational organizations on compliance matters related to Federal Acquisition Regulations and the Prime Contract with the U.S. Department of Energy.
* Develop and deliver training materials and programs on relevant legal topics to minimize laboratory risk exposure and support a culture of compliance.
* Provide strategic input, advice, and legal support for other major construction, capital, and experimental projects.
* Perform other duties as assigned.

Minimum Required Education and Experience:
* Juris Doctor degree with a minimum of 8 years of complex construction experience (preferably at a national or regional law firm and/or a sophisticated in-house law department), or an equivalent combination of education and experience.
* Working knowledge of government contracting and related issues.
* Licensed to practice law in the State of Illinois within 1 year of employment.

* Ability to identify and articulate legal and business risks and support balanced business decision-making.
* Excellent professional ethics, good judgment, and the ability to take action and make decisions.
* Proficiency in drafting, analyzing, and communicating contractual terms to internal and external clients with high influence and negotiation skills.
* Ability to evaluate and manage subcontractor construction claims effectively.
* Experience in litigating and managing construction disputes.
* Expertise in federal government construction contracting and a deep understanding of FAR, DEAR, and related regulations.
* Ability to function effectively in a matrix organization and work within inter-departmental teams and groups.
