We are currently seeking an American Rescue Plan Act (ARPA) Manager. This is a full-time position that will be primarily remotely based with travel required to client sites as needed.

The responsibilities of the ARPA Manager include consulting engagements associated with federal funds management and helping state and local governments recover from the financial and economic impacts of COVID-19. The ARPA Manager will also help our clients navigate complex funding landscapes through their working knowledge of federal grant programs under the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA).

+ Manage and/or contribute with a high-degree of autonomy to one or more clients in support of the client-s administration of the Coronavirus State and Local Fiscal Recovery Fund (SLFRF) under ARPA; serve as a main point of contact to ensure compliance with Untied States (US) Treasury program regulations.

+ Form trusted advisor relationships with clients, state agencies, sub-recipients, and internal subject matter experts. Assist client with performance management of SLFRF funds through routine and proactive assessment of the overall portfolio, anticipating challenges, and providing recommendations.

+ Evaluate client and subrecipient activities (e.g., program expenditures, financial statements, and program activity narratives, etc.) and assess program effectiveness, efficiency, and alignment with applicable compliance requirements and federal regulations.

+ Communicate results of monitoring and reporting analysis with project and client management.

+ Coordinate with internal stakeholders to develop client deliverables and facilitate comprehensive financial, compliance, and programmatic support to state agencies and their sub-recipients.

+ Research, analyze, and maintain working knowledge of program requirements and policies, including federal and local regulations, laws, and guidance.

+ Manage timely submissions of Project and Expenditure reports to support the provision of strategic guidance on the utilization and implementation of federal funds.

Candidates for ARPA Manager must possess the following qualifications:

+ At least seven (7) years of professional, full-time work experience associated with grants management, including at least three (3) years in a team lead, supervisor, or management capacity.

+ Previous experience working with federal grants and post-award grants management for a state government, local government, or management consulting firm.

+ Substantial familiarity with the Uniform Guidance (2 CFR 200) and knowledge of federal grant award regulations and laws; experience working with federal grants under US Treasury, US Department of Housing and Urban Development (HUD), or the Federal Emergency Management Agency (FEMA).

+ Demonstrated past performance serving states and/or local governments in financial/grant program monitoring and oversight and a history of strong relationship management.

+ High-level written and verbal communication skills. Ability to distill complex federal policy and compliance procedures into actionable insights.

+ Proficiency in Microsoft Office products, including Work, Excel, and PowerPoint.

+ A bachelor-s degree from an accredited university or college.

Candidates for ARPA Manager may also have the following qualifications:

+ Experience in QuickBase.

+ A master-s degree from an accredited university or college.

+ Professional certification in grants management from the National Grants Management Associated (NGMA) or similar professional organization.

+ Certified Project Management Professional (PMP), either completed or in process.
