Duties & Responsibilities:

+ Understands and is an expert in complex federal regulations and requirements for community long-term services and supports (LTSS) programs, including home and community-based services (HCBS) waivers, Program of All Inclusive Care for the Elderly (PACE), and transitions and diversions from skilled nursing facilities (SNF), and intermediate care facilities for individuals with intellectual disabilities (ICF-IID)

+ Serves as project manager and subject matter expert on community LTSS programs within the practice with a strong understanding of federal requirements for funding and service provision.

+ Analyzes and interprets federal and state law and regulation.

+ Reviews and is an expert in business operations for service and efficiency improvements.

+ Develops and executes new growth strategies.

+ Identifies new sales opportunities and follow-up on sales leads.

+ Independently manages complex projects, staff, and tasks with limited supervision while meeting and exceeding performance expectations.

+ Facilitates client discussions and develops contract work plans, budgets, communication plans, and contract deliverables.

+ Understands and assesses national best practices to aid in contract execution and provision of technical assistance to clients.

+ Identifies key stakeholders and facilitates discussion to elicit feedback to inform contract tasks.

+ Identifies project gaps and risk mitigation strategies.

+ Plans and monitors ongoing project tasks.

+ Delegates tasks and responsibilities to team members.

+ Leads proposal writing teams, including writing sections, coordinating efforts, preparing proposal submissions, and participating in oral presentations.

+ Prepares other written reports and materials for clients.

+ Manages daily project functions and client interaction.

+ Mentors and develops junior staff.

Required Skills:

+ Strong knowledge in community LTSS programs, including HCBS waivers such as 1915©, 1915(i), 1915(j), and 1915(k), along with Medicaid State Plan benefits, PACE, SNFs, and ICF-IID. Knowledge must include federal laws and regulations governing the programs.

+ Knowledge and experience administering and/or operating programs funded by Older Americans Act dollars.

+ Strong background in aging and older adult programs, including administering and/or operating the programs, analyzing and implementing federal regulations and creating or revising programs.

+ Experience partnering with the Centers for Medicare and Medicaid Services (CMS) for the approval of Medicaid benefits.

+ Strong communications skills that result in positive and productive client relationships.

+ Strong quantitative skills and ability to analyze and interpret financial data.

+ Ability to research, analyze and interpret policy, legal briefs, and regulations.

+ Able to work independently and consistently achieve excellent results.

+ Able to work effectively with project team members.

+ Outstanding oral and written presentation skills.

+ Demonstrated initiative and the ability to successfully identify new business opportunities and up-sell to existing customers.

+ Extensive experience facilitating stakeholder meetings with various stakeholders; experience facilitating stakeholder meetings with contentious topics.

+ Strong knowledge and commitment to person-centered thinking, planning, and concepts.

+ Able to apply critical thinking skills to identify alternative strategies to meet project requirements when initial plans are no longer feasible.

Qualifications:

Education:

Bachelor degree or 10 years’ experience required, graduate degree preferred

Experience:

Minimum of 4 years working with LTSS and/or HCBS programs, to include policy design and implementation and programs for older adults.

5-10 years’ relevant work experience, state level government experience managing or overseeing long-term services and supports programs preferred

Certification:

PMP (preferred); PROSCI or other Change Management (preferred); Charting the LifeCourse and/or Person Centered Thinking (preferred)

WORKING CONDITIONS:

Office Setting/remote with travel depending on client needs

?As required by applicable law, PCG provides the following reasonable range of compensation for this role: $79,500 – $136,500

Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, PCG provides the following reasonable range of compensation for this role below. In addition, PCG provides a range of benefits for this role, including medical and dental care benefits, 401k, PTO, parental leave, bereavement leave.
