About The Position
The Manager, Pipeline Safety Compliance is responsible for ensuring compliance with state and federal pipeline safety regulations and ensuring a qualified workforce exists to perform construction, operation, and maintenance activities. The individual is also responsible for maintaining liaison with state and federal pipeline regulators, directing a Gas Engineering staff to support proper documentation and reporting of gas compliance records and metrics.

Key responsibilities include:
Manage the ICC Pipeline Safety audit cycle of AIC Gas Compliance records, Field construction, Operations Activities, and other required regulatory plans.
Serve as a liaison with the Illinois Commerce Commission (ICC) Pipeline Safety Manager, and Federal DOT Pipeline Hazardous Material Safety Administration (PHMSA).
Coordinate with AIC Quality Assurance and Gas Operations to ensure external audits by ICC Pipeline Safety Analysts are properly supported and that findings are appropriately communicated and addressed.
Maintain external liaison to understand pipeline industry standards and leading practices through participation on external committees such as the Illinois UCRG compliance group, the AGA Gas Piping Technical Committee (GPTC), Gas Technical Institute initiatives, and others as required.
Respond to natural gas incidents notifying state and federal agencies, acting as or supporting the AIC Incident Commander for onsite investigation, prepare reports for state and federal agencies, and provide expert witness testimony for potential litigation.
Provide technical and field support related to Gas Compliance within Maximo and Click Mobile for Gas Operations, Gas Engineering, and to third party contractors all of whom complete and document over 100,000 compliance activities on an annual basis.
Contribute to the development and implementation of department goals to design and sustain quality in Gas Operations. Provide input to the Gas Systems Excellence program and to the AIC Quality Assurance program.
Develop, test and implement Gas Compliance monitoring frameworks and reporting, providing feedback to Gas Operations that promote continuous improvement and sustain compliance with state and federal regulations. Work with Digital and other stakeholders to ensure work management systems and other data collection systems are designed to collect the appropriate data to support Gas Compliance.
Oversee the AIC Operator Qualification program, ensuring Qualified Individuals are evaluated in the proper time frame, that the OQ Plan is updated and compliant, and that refresher training on Leak Management, Plastic Fusion and other tasks are implemented as required.
Manage and direct a team of professionals (i.e., Gas Compliance Engineers, Superintendent Quality Assurance (OQ), Quality Assurance Consultants (OQ), and Records Associates / Specialists.
Qualifications
Bachelor of Science in Civil, Mechanical, or related Engineering degree from an accredited University required. Advanced degree or coursework in engineering or business preferred. Ten or more years of relevant gas, gas engineering, or gas operations experience required. Four or more years of supervisory or team/project leadership experience required.
