Job Description
The Office of Public Utilities, Finance Division is seeking an individual under administrative direction, to manage, train and evaluate professional, technical and clerical staff engaged in initiating, transferring, interpreting, terminating, billing and collecting for utility services. Subject to administrative approval and direction, initiate and apply procedures for specific work within broad limits to established policies and procedures. Handle all personnel matters including discipline, staffing requirements and recommendations; and oversees the administration of the bargaining union contract, negotiations and grievances. Manage the preparation and administration of the annual Commercial Office labor and non-labor budget and five year capital plan; oversee the direction and authorization of purchases and payables; maintain vendor relations; ensure inventory of supplies and equipment to meet operational requirements; prepare ordinances; and initiate and renew vendor contracts. Assist in the review of electric and water rates on a regular basis to identify impacts, advantages, and challenges. Oversee the collection process and produces report to present to Director of Finance in regularly scheduled meetings.
