Job Description

Essential Functions
  • Acts as a staff assistant to the Deputy Administrator/CFO.
  • Processes vouchers, invoices, contracts, and purchase orders, utilizing SAP.
  • Ensures procurement operations are conducted in accordance with the Illinois Procurement Code, associated rules, and in accordance with policy directives issued by the Executive Ethics Commission (EEC) and the Department of Central Management Services (CMS).
  • Conducts studies and investigations of Division's programs, policies, and procedures to evaluate the effectiveness of existing or new programs and operations.
  • Represents the Deputy Administrator/CFO relative to administrative duties regarding contract administration.
  • Serves as the Agency Travel Coordinator, by reviewing completed travel vouchers to ensure accuracy and compliance with Agency and CMS travel rules.
  • Serves as the Agency Small Business Set Aside (SBSA) liaison as required by CMS.
  • Serves as the Agency Business Enterprise Program liaison as required by CMS, in accordance with the Business Enterprise Programs for Minorities, Females, and Persons with Disabilities Act (30 ILCS 575/).
  • Responsible for annual reporting requirements. 
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in public or business administration.
  • Requires two years of professional experience in a public or private organization.
Preferred Qualifications
  • Prefers one (1) year experience with Bid/Buy or similar procurement software.
  • Prefers one (1) year experience with SAP or similar accounting database.
  • Prefers one (1) year of experience using strong computer skills, particularly with Microsoft Word, Excel, Access, and Power Point.
  • Prefers one (1) year of professional experience thinking independently with strong organizational, interpersonal, problem solving, and leadership skills.
Conditions of Employment
  1. Pass Illinois Gaming Board’s background investigation (background check).
  2. Requires possession of a valid driver’s license and ability to travel.
  3. Per Executive Order 2018-07, engagement with Business Enterprise Program BEP contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force is required of the position.
  4. Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest in, other than a passive interest in, a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.
  5. Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.
  6. Must comply with the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.
  7. This position is a union position; therefore, provisions of the relevant collective bargaining agreement/labor contract apply to the filling of this position.
