Job Description
Characteristics of the Job Under general supervision, is responsible for operation of treatment processes & maintenance of equipment, building & grounds; performs laboratory work in the analysis of wastewater; assists to determine corrective action in regard to abnormal test results & operational problems; performs varied duties associated with pretreatment program; coordinates the activities of plant maintenance, operations & laboratory personnel in the support of policies, goals & objectives established by management.
Examples of Duties Other duties may be assigned. Operate plant processes & equipment. Install, clean, maintain & repair treatment units, related equipment, buildings & grounds. Collect wastewater samples from various sources. Conduct laboratory tests on wastewater to determine characteristics such as pH, Biochemical Oxygen Demand (BOD), suspended solids, settleable solids, toxic chemical & other parameters. Perform varied tasks related to the Industrial Pretreatment Program in support of compliance monitoring, permitting & enforcement. Provide leadership & work instruction to the treatment plant maintenance, operations & laboratory personnel by issuing & interpreting work orders & assigning same as directed by WPC Treatment Operations Manager. Respond to emergency call-outs to repair damaged equipment & to eliminate electrical or mechanical malfunctions & safety hazards. Maintain inventories of supplies & equipment. Ensure duties performed &assigned are carried out in compliance with local, state & federal regulations & laws & conformance to acceptable standards & practices. Report to management on the performance of crew members, status of work projects & any other pertinent issues Assist with developing standardized work procedures consistent with parameters set by division management. Instruct employees on proper techniques of the work performed & the equipment used. Assist in the preparation of operational reports, cost analyses, specifications & documentation of progress toward stated goals & objectives. Promote communication & adequate information flow. Issue & interpret work orders & assign duties to employees. Explain, apply & enforce city & department policies.
Knowledge, Skills & Abilities
Thorough knowledge of information concerning applicable theories, principles, operation & equipment related to wastewater treatment & methods, tools & materials used in the installation, maintenance, repair & calibration of wastewater pumping & treatment facility equipment; knowledge of the acceptable practices & standards of the mechanical, electrical & plumbing trades & the laws & regulations that impact the work performed & supervised. Advanced skill in performing wastewater facility process control, maintenance, & laboratory work; skill & adeptness with speed in performing physical activities to complete complicated tasks involving close tolerances; public, employee & labor relations & in maintaining effective working relationships; using personal computers & software applications; reading & interpreting plans, blueprints, shop drawings & schematics; using hand tools & power tools; the use of electronic/electrical & mechanical diagnostic equipment & preparation of reports & any related written correspondence. Ability to work independently performing advanced work in both trades & technical areas; read, analyze & interpret documents such as policies, regulations, instructions, procedure manuals, diagrams, schedules & labor agreements; respond effectively to inquiries or complaints; write reports, business & correspondence and work procedures; effectively present information and respond to questions from managers, elected officials, employees & the general public; concentrate with continuous close attention for extended periods of time to obtain accurate results while frequently being exposed to unusual pressure; calculate figures & apply concepts of basic algebra, geometry, chemistry & biology; solve practical problems & deal with a variety of concrete variables in situations where only limited standardization exists.
