Salary: $51,331.91 (Exempt)

Department: Division of Asset Management (D.A.M.)

As an Asset Property Manager for the Housing Authority of the City of East St. Louis (ESLHA), you are more than an administrator—you are the CEO of your assigned housing community. You will lead a dedicated team, elevate curb appeal, champion resident success, and directly shape the future of public housing in East St. Louis.

 

What You’ll Do

  • Drive Community Revitalization: Partner with our Modernization team to plan upgrades, elevate curb appeal, and build spaces residents are proud to call home.
  • Lead & Mentor a Dedicated Team: Oversee day-to-day operations, mentor office staff, delegate creatively, and build a high-performance workspace culture.
  • Be a Champion for Residents: Act as the primary advocate. Run community meetings, collaborate with Resident Associations, and connect families to life-changing Resident Services.
  • Manage with Excellence: Oversee the lifecycle of the community—from dynamic leasing and resident orientations to proactive safety checks and efficient financial management.

What We Are Looking For

  • The Experience: 3+ years of property management experience (federally subsidized housing or supervisory experience is highly desirable!).
  • Education: A bachelor’s degree.
  • The Credential: PHM certification (or the drive to earn it within your first 6 months of employment).
  • The Essentials: Sound problem-solving judgment, excellent communication skills, and a strong work ethic.
  • Valid driver’s license, safe driving record, and bondable status (required).
