Position Overview

The Division of Family and Community Services is seeking to hire a Statewide Programs Specialist on Intentional Program Violation (IPV) overpayments for assigned Bureaus. This position will be responsible for reviewing overpayments submitted via Integrated Eligibility System (IES) to determine if an Intentional Program Violation (IPV) or Duplicate Assistance overpayment has occurred, complete calculations to establish a final amount and duration, collaborate with SNAP Fraud Unit and Bureau of Collections to ensure accuracy of overpayments and establish complete overpayments in the Accounts Receivable System for collection. Analyzes data associated to areas such as National Accuracy Clearinghouse (NAC), Summer Electronic Benefit Transfer (EBT), duplicate assistance, etc., and create reports; provides suggestions and strategies to increase participation and accuracy. Creates training material for use by field staff in areas such as NAC, IPV, or other areas that outline existing procedures for accurate outcomes, reviews all changes to existing processes and provide suggestions on changes and update material after revisions. Travels in the completion of duties.

Essential Functions

  • Serves as Statewide Programs Specialist on Intentional Program Violation (IPV) overpayments for assigned Bureaus.

  • Serves as Duplicate Assistance overpayment specialist.

  • Analyzes data and produces reports for managerial review and action.

  • Produces training material for use by the field related to areas such as National Accuracy Clearinghouse, duplicate assistance, Summer EBT, or similar areas.

  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.

  • Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Preferred Qualifications

  • Two (2) years of professional experience processing overpayments and maintaining accounts receivable working with tracking systems, such as the Accounts Receivable System, and/or a public assistance eligibility system such as Integrated Eligibility System. 

  • Two (2) years of professional experience reviewing and analyzing data, for duplication, program changes, and overpayments. 

  • Two (2) years of professional experience working in a public assistance eligibility system such as Integrated Eligibility System (IES).

  • Two (2) years of professional experience producing training materials and creating Power Point presentations.
Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. 

  • Requires the ability to work overtime and/or outside of regular business hours.
