Position Overview

The Assistant Weatherization Policy Manger with the Office of Community Assistance will be a leader in proposing data to IHWAP management that will guide policy decisions. By staying apprised of the policy changes and the challenges affecting the Weatherization Network, the Assistant Policy Manager will compose IHWAP reports, statistics and memorandum that support the decisions and policy changes needed to maintain compliance with Weatherization funding sources. The ideal candidate will be seasoned in the Weatherization Program and will have the analytical skills to realize the policy decisions that need to be made to keep Illinois running a top in the nation Weatherization Program. • Under general direction of the Weatherization Policy Manager, analyzes, cleans and compiles weatherization data for the Illinois Home Weatherization Assistance Program (IHWAP). 


• Assists the program manager and the policy manager with the development of program policy, the annual State Weatherization Plan, and preparation for Federal Monitoring Visits. 


• Manages special projects being conducted within the unit. 


• Assists Weatherization Specialists on training plans and initiatives for internal staff and the Illinois Weatherization Assistance Program network. 


• Reviews multifamily housing Weatherization projects submitted by network Local Administering Agencies. 


• Identifies and assists with application packages for competitive and complementary grant funds for which Department of Commerce & Economic Opportunity is eligible to apply. 


• Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above. 

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in construction management, building science, public policy, business or public administration. 


• Requires two (2) years of responsible administrative experience in a public or business organization. 

• Requires a minimum of two (2) years of professional experience preparing and leading a federal monitoring visit with the Department of Energy. 


• Requires two (2) years of professional experience developing and delivering speeches and public presentations utilizing multi-media applications. 


• Requires two (2) years of experience preparing and submitting reports to the Department of Energy utilizing the federal monitoring Performance and Accountability for Grants in Energy (PAGE) system. 

• Prefers a minimum of two (2) years of professional experience preparing and leading a federal monitoring visit with the Department of Energy or similar government organization. 


• Prefers a minimum of two (2) years of professional experience developing and delivering speeches and public presentations utilizing multi-media applications.


• Prefers a minimum of two (2) years of experience preparing and submitting reports to the Department of Energy or similar government organization utilizing a federal monitoring Performance and Accountability for Grants in Energy (PAGE) system. 


• Prefer a master’s degree in business administration or public administration.


• Prefers a minimum of three (3) years of data analytics experience as it pertains to the Illinois Home Weatherization Assistance Program. 


• Prefers a minimum of three (3) years of professional experience of Energy Assistance related programs, preferably with weatherization services for low-income housing programs. 


• Prefers a minimum of three (3) years of professional experience with grant management and monitoring. 


• Prefers advanced level experience in the utilization of spreadsheet software, document creation. email and cloud-based platforms. 

• Requires completion of a background check and self-disclosure of criminal history. 


• Requires appropriate, valid driver’s license. 


• Requires ability to travel in the performance of duties, with overnight stays as appropriate. 


• Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends. 


• Must have attended or be able to attend the Illinois Home Weatherization Assistance Program Training and Certification Program (TCP) 10-week training.


• Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
