Position Overview
The Illinois Department of Corrections is looking for a dynamic, detailed oriented person to serve as the Accountant Supervisor at the Robinson Correctional Center. Under direction of the Business Administrator, this person will serve as a working supervisor of a small clerical staff engaged in maintaining a complex accounting system. The Supervisor will be directly engaged in the monitoring and reconciling of Locally Held Funds and General Revenue Funds to ensure strict compliance with fiscal rules, policies, regulations, and procedures. We are looking for someone with a strong accounting, auditing, and financial background with interpersonal skills and the ability to work collaboratively with local and departmental administrators, staff members and peers. Essential Functions- Supervises the monthly reconciliation to ensure the accuracy of both General Revenue and Locally Held Fund account, i.e., accounts payable, appropriations funds, cash receipts, commodity receipts, general revenue inventory accounts.
- Prepares and completes reports for locally held funds and the fixed asset report.
- Coordinates overall operations and functions of the commissaries including coordinating purchasing, receiving, and inventorying of all goods for both individuals in custody and employee commissaries.
- Serves as a working supervisor.
- Conducts studies to review current accounting practices and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with courses in business administration and accounting.
- Requires two (2) years of professional experience in accounting, external auditing, budgetary planning and control or public accounting.
- Prefers at least four (4) years of work experience utilizing general accounting theory, GAAP reporting, auditing practices, principles and/or methods and procedures of accounting at a public or private organization.
- Prefers at least four (4) years of work experience maintaining bank records, reconciliations, and reporting.
- Prefers at least four (4) years of work experience maintaining inventories and performing inventory control functions.
- Prefers at least four (4) years of knowledge in the application of laws, rules, and regulations relating to a public or private organization’s accounting and auditing procedures.
- Prefers at least four (4) years of work experience in a supervisory role.
- Prefers at least four (4) years knowledge of a public or private organization’s procurement policy and practices.
- Requires ability to pass the IDOC/IDJJ background check.
- Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
