Job Description

Essential Functions


  • Under general direction, serves as the Instructional Designer for the Department of Innovation & Technology (DoIT), in organizing, planning, executing, controlling, and evaluating the design of complex learning programs and curricula, including establishing design standards and governance, evaluating and evolving learning architecture and strategies, analyzing organizational needs and performance gaps, using data to guide decisions and continuous improvement. 

  • Gathers and analyzes stakeholder data, defines audience needs and objectives, and develops structured learning pathways and plans while monitoring progress and outcomes to maintain effectiveness in support of learning strategy and curriculum design.

  • Leads, designs, and supports instructor-led, virtual, self-paced, and blended learning solutions and programs, including developing design documents, storyboards, and materials, incorporating scenario-based learning and assessments, reviewing content to maintain alignment with learning standards, accessibility, branding, and organizational goals.

  • Facilitates discovery sessions and designs reviews, train-the-trainer events, and selected learning sessions while partnering with stakeholders to shape instructional approaches, engagement strategies, and assessment methods, using a mix of in-person, virtual, and e-learning delivery models.

  • Evaluates learning effectiveness using qualitative and quantitative measures, including analyzing feedback and performance data to drive improvements and research best practices to inform recommendations on learning strategy, standards, tools, and processes.

  • Keeps abreast of new developments in the employee development field by continued education by attending online training events, meetings, training sessions, seminars, and conferences to remain current on products, vendors, techniques, accessibility requirements, and procedures relevant to learning development work.

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in instructional design, education, learning technologies, communications, English, organizational development, business, public administration, or a related field.

  • Requires two (2) years of responsible administrative experience in a public or business organization. 
    OR

  • Requires completion of an agency approved professional management training program.
Specialized Skills

  • Requires two (2) years of professional experience conducting training needs assessments, learner or performance analysis, and translating findings into instructional design plans or curricula, including synthesizing stakeholder data, identifying performance gaps, defining audience needs, and determining appropriate learning or non-learning solutions.

  • Requires two (2) years of professional experience designing instructor-led, virtual, blended, or self-paced learning solutions for professional or technical audiences, including developing structured learning pathways, scenario-based learning, assessment strategies, and delivery models aligned with organizational goals.

  • Requires two (2) years of professional experience developing design documents, storyboards, assessments, facilitator materials, and evaluation methods for training programs, including maintaining alignment with learning objectives, design standards, accessibility requirements, and quality assurance processes.
Preferred Qualifications (In the order of significance)

  • Two (2) years of professional experience conducting training needs assessments, learner or performance analysis, and translating findings into instructional design plans or curricula, including synthesizing stakeholder data, identifying performance gaps, defining audience needs, and determining appropriate learning or non-learning solutions.

  • Two (2) years of professional experience designing instructor-led, virtual, blended, or self-paced learning solutions for professional or technical audiences, including developing structured learning pathways, scenario-based learning, assessment strategies, and delivery models aligned with organizational goals.

  • Two (2) years of professional experience developing design documents, storyboards, assessments, facilitator materials, and evaluation methods for training programs, including maintaining alignment with learning objectives, design standards, accessibility requirements, and quality assurance processes.

  • Two (2) years of professional experience implementing instructional design governance, standards, policies, and quality assurance processes to maintain consistency, accessibility, and alignment with organizational goals.

  • Two (2) years of professional experience managing or monitoring learning programs, including tracking progress, risks, dependencies, and outcomes to maintain alignment with strategic objectives. 

  • Working knowledge of adult learning theory, instructional systems design, accessibility requirements, learning technologies, and methods used to evaluate the effectiveness of training programs, including measuring learner reaction, knowledge gain, behavior change, and business impact.

  • Ability to effectively present and defend design recommendations before leadership, subject matter experts, and diverse stakeholder groups, including guiding discussions on instructional methods, engagement approaches, assessment strategies, and alignment to agency goals.

  • Ability to translate technical or specialized content into clear learning experiences, standards, and tools that can be implemented by developers, facilitators, and program owners, including developing design blueprints, curriculum frameworks, and implementation guidance that support consistent, scalable delivery.

  • Demonstrated verbal and written communication skills to present information clearly and precisely to diverse stakeholders, including executives, managers, and staff. 

  • Certification(s) in one or more of the following: SHRM-SCP (SHRM Certified Professional), CPTM (Certified Professional in Training Management), APTD (Associate Professional in Talent Development), or directly related training certification(s) from an industry organization.
