Job Description
Essential Functions
- Ensures the timely preparation of plans, specifications, and estimates of cost for formal repair contracts and Day Labor Projects.
- Administers district-wide formal maintenance contracts and ensures contractor compliance with the plans and specifications to obtain quality workmanship to the limits of the contract value.
- Supervises the preparation of landscaping plans and specifications for all applicable district improvements, supervises construction of landscaping items and inspections of plant and other materials involved, prepares input to other Bureaus regarding erosion control, rest areas, seeding, tree preservation, landscape planting, and aesthetics.Â
- Provides input, reviews, and follow-up of contract plans prepared by other agencies or bureaus.
Provides counseling and training to improve the performance of subordinate technical staff. - Maintains liaison with other bureaus and governmental agencies in maintenance and roadside development matters.
- Devises appropriate solutions to maintenance problems in the absence of specific guidelines and with consideration to resource constraints.
- Performs duties in compliance with departmental safety rules. Â Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
- Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
- Six years of experience in civil engineering.
- Five years of supervising staff and managing engineering functions.
- Extensive experience accurately preparing contract plans, specifications, and estimates for highway projects.
- Great organization, leadership and self-motivational skills.
- Ability to operate efficiently under pressure to meet time constraints and deadlines.
- Ability to display technical ingenuity and apply innovative concepts to responsibilities.
- Working knowledge of SWPPPs & 404 Permits.
- Excellent written and oral communication skills.
- Valid driver’s license.
- Requires occasional statewide travel with overnight stays.
- Successful completion of a background screening.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
