Position Overview

The Illinois Department of Insurance is seeking to hire a Spanish Speaking Insurance Analyst Specialist in the Health Products Complaints Section of the Health Products Division. This position provides information and education to Illinois consumers who request assistance from the Department; reviews and analyzes written correspondence received by the Health Unit, determining status (complaint or inquiry), proper respondent (insurer name) and processing through the electronic system for handling by an assigned Health analyst; researches and responds to inquiries and complaints on the professional level from insurers, producers, health care providers, attorneys, and other interested individuals, organizations, or groups; receives training and conducts investigations for more technical and mid-level inquiries and complaints by working with upper-level analysts and supervisor, becoming more familiar with the insurance laws and regulations, and attending offered training sessions. Requires the ability to speak, read, and write Spanish at a colloquial skill level. We invite all qualified applicants to apply.

• Under direction, independently processes and responds to health insurance complaints, external reviews, and inquiries received from a variety of individuals and groups, including consumers, employers, agents, associations, attorneys, health care providers, advocate groups, Governor’s Office, state and federal legislative offices, and other interested parties.
• Provides information and education to Illinois consumers who request assistant from the Department.
• Provides guidance, advice, and mentorship to lower-level staff.
• Utilizes Spanish speaking, reading, and writing skills in interacting with and assisting Spanish speaking consumers, insurance company representatives and licensees with insurance-related inquiries and complaints.
• Assists with drafting the annual OCHI Report due each January 31 to the General Assembly.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of high school.
• Requires one (1) year of professional experience as an Insurance Analyst or two (2) years of experience in the insurance industry.
• Requires the ability to speak, read, and write Spanish at a colloquial skill level.

• Prefers at least two (2) years of experience with the Illinois Insurance Code, Illinois Administrative Code, and relevant federal laws and regulations related to health insurance products in Illinois.
• Prefers at least two (2) years of experience with reading, understanding, interpreting, applying, and explaining statutes, rules, policies, procedures, and guidelines.
• Prefers at least two (2) years of experience with appeal procedures, external independent reviews, and complaint resolution.
• Prefers at least one (1) year of experience in customer service skills, including the ability to diplomatically interact with difficult customers, to navigate difficult conversations, and maintain productive communication with stakeholders.
• Prefers at least two (2) years of experience performing independent analytical skills, including the ability to evaluate and analyze available documentation to ensure compliance and recommend solutions.
• Prefers at least one (1) year of experience in independently conducting research, including performing policy analysis to ensure consistency and efficiency in new and existing operational processes, policies, and program decisions.
• Prefers ability to recall facts, figures, descriptive elements with proficiency and to translate verbal information into written text.
• Prefers interpersonal skills, including the ability to collaborate and work cohesively with interdisciplinary teams and external stakeholders.
• Prefers demonstrated organizational skills and time management skills, including the ability to multi-task to effectively manage competing and constantly changing priorities to meet tight deadlines.
• Prefers at least three (3) years of experience in Microsoft Suite applications (i.e., Microsoft Word, Microsoft Outlook, Teams, Excel, PowerPoint).

• Requires the ability to pass background check.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non- State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non- State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
