Job Description
Essential Functions
- Reviews utility permit applications submitted by utility companies, other governmental agencies, and individuals in areas of proposed highway improvements and existing state rights-of-way.
- Ensures that permits and resulting work are accomplished in accordance with departmental and district policies and procedures.
- Ensures that local agency agreements are properly researched, prepared and coordinated within the policies and laws pertaining to said agreements while meeting established letting schedules.
- Provides direction and explanation to concerned entities regarding utility permits and local agency agreements.
- Maintains current and accurate files and documentation on utility permits and local agency agreements.
- Performs duties in compliance with departmental safety rules. Â Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
- Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS five years of engineering experience; OR Seven years of engineering experience.
- Completion of two years of college in pre-engineering or engineering technology or construction management or construction trades, or eight years of experience in performing a variety of technical tasks of which at least four years should be related to engineering or construction.
- Strong judgment and problem-solving skills.
- Ability to read construction documents and construction plans.
- Familiarity with Microsoft Office Suite and Geographic Information Systems (GIS) programs.
- Strong oral and written communication skills.
- Valid driver’s license.
- Districtwide travel.
- Successful completion of a background screening.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
